In recognition of the hurt caused by the infected blood scandal and highlighted by the Infected Blood Inquiry (IBI), the government has accepted the moral case for a compensation scheme to pay compensation to those infected and affected.
The Infected Blood Compensation Authority will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right.
Opportunities to move to the new Infected Blood Compensation Authority (IBCA). At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.
Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.
We are seeking 2 highly skilled and experienced Senior HR Business Partners (HRBP’s) to join the new Infected Blood Compensation Authority (IBCA).
These are critical HR leadership roles that will be focused on developing and implementing new and developing HR strategies that align with the IBCA’s objectives. This position requires a deep understanding of Civil Service and public sector HR practices, strong interpersonal skills, and the ability to influence and drive positive change within IBCA.
Highly business focused, you will have a proven track record of establishing personal credibility through effective delivery. You will also be able to demonstrate excellent relationship management skills and have the ability to coach and influence at senior levels.
You will also have a great sense of how to use HR policies and strategies to deliver the best people outcomes for IBCA’s business areas and you will be able to build strong and trusted relationships with the directors who lead those areas.
We are looking for people who thrive on using strong analytical skills to help solve workforce challenges using people data. You will also undertake research and liaise with colleagues, specialists and stakeholders from across the Civil Service and beyond, to ensure the IBCA is able to utilise modern HR practices and systems to increase efficiency and effectiveness.
Key Responsibilities
Strategic Partnership:
* Collaborate with IBCA senior leaders to develop and implement people strategies that support the IBCA’s mission and objectives;
* Provide expert advice on workforce planning, talent management, organisational development and culture to ensure the IBCA meets its strategic goals;
* Act as a trusted advisor and change agent - supporting the wider HR team in implementing and embedding best practice HR approaches and policies;
* Work with the HR Director to develop and implement the HR Business Partner model for IBCA;
* Show significant strategic awareness, paying attention to the wider factors and the bigger picture that will inform the decisions you make to achieve IBCA’s priorities, thinking ahead about the possible outcomes/impacts of decisions or interventions;
* Act as a strategic partner to senior leaders by providing support through a comprehensive and enduring understanding of HR policies and compliance;
* You will help the organisation draw on appropriate HR centres of expertise and shared service support.
Talent Management:
* Work with the HR Director and the Executive Committee to develop a Talent Management strategy and a leadership strategy for the IBCA and lead other cross cutting HR projects that are vital for the set up of a new organisation;
* Coach leaders on how to manage people issues and drive the IBCA people agenda effectively.
Employee Relations:
* Address employee concerns and provide guidance on conflict resolution, disciplinary actions, and grievances in accordance with policy and employment law;
* Promote a positive and inclusive work environment, fostering employee engagement and well-being;
* Enduring understanding of compliance with employment legislation and policies;
* Work effectively with trade unions to foster constructive relationships.
Organisational Development:
* Conduct organisational assessments and provide recommendations for improving team effectiveness and overall organisational performance;
* Design and deliver training and development programs to enhance employee skills and capabilities;
* Lead or participate in projects aimed at enhancing organisational culture and employee experience, ensuring alignment with public sector values;
People Analytics and Insights
* Analyse HR metrics and trends to inform decision-making and identify opportunities for improvement.
