The primary purpose of this position is to counsel DOD military and civilian personnel, their family members, and DOD civilian contractors on a variety of passports and visa subjects. This includes, but is not limited to, assisting and completing all documentation required by the United States Department of State, the DOD Passport and Visa Office and any other requirements of foreign countries and to provide administrative support to the Military Personnel Section, prepare reports, etc.
Duties
1. Provides counseling for military and civilian personnel and their dependents on requirements for entrance into foreign countries. This includes travel clearance by passport and/or visa and providing identity and nationality needs for passport requisites, such as birth certificates or other acceptable proof of citizenship documents, and other evidence required by law, regulation, policy and manuals for state and foreign countries.
2. Performs other administrative and clerical work in support of the office/organization. Prepares records for transmittal and performs routine mail distribution runs of certified documents.
3. Updates, inquiries and processes actions through Military Personnel data System. Uses multiple office automation equipment and software with varied functions to produce documents such as electronic drafts, charts, tables and text graphs, editing and/or reformatting electronic drafts, and updating or revising existing databases (to include Microsoft Access databases) or spreadsheets (including Microsoft Excel databases).

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes knowledge of standard policies and procedures governing the overall passport, Visa, SOFA, and foreign clearance operations sufficient to advise on/and resolve non-controversial, well-documented factual, procedural, and/or recurring issues for which there are one or more readily apparent solutions, and to make informed judgments on passport problems and issues. And knowledge of standard processes, procedures and requirements for obtaining a passport or VISA and advising on sources and types of documentation needed.

EDUCATION: Successfully completed four years of education above the high school level leading to a bachelor's degree with courses related to the occupation. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of rules, procedures, Department of State, Department of Defense and Air Force directives and instructions, and operations that apply to the employee in order to perform the procedural work of the office for preparing and processing official passports and visas. The employee will be trained and certified in accordance of training requirements of the State Department. The employee must also be trained in all aspects of military relocation procedures as spelled out in the element's master training plan.
2. Knowledge and ability to research, analyze, interpret, and apply rules, regulations, procedures, and standard safety and health practices relating to passport and visa application and military relocation actions.
3. Knowledge of the laws, rules and regulations of using and maintaining a Government Purchase Card (GPC).
4. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports on any subordinate employees, orders for military personnel, spreadsheets, databases, graphs, government computer programs/systems, and official government documents as it relates to passport and visa requests and relocation of military personnel.
5. Ability to use office automation tools and techniques; however, a qualified typist is not required; AND Ability to plan, organize work and meet deadlines; AND Ability to speak distinctly and communicate effectively both orally and in writing, and maintain effective work relationships.
6. Knowledge of correct grammar, spelling, punctuation, capitalization, and formation to be able to accurately prepare and edit documents, written correspondence, reports, and charts.
