Lawton House surgery is looking for Data Quality and Performance Managers to support the Practice Managers, GP Partners, and team. This is a new post for two Whole time equivalent members of staff (OR max Part-Time) min 30hrs per week.
This is an exciting opportunity for someone who understands QOF, has a working knowledge of IT, and has worked in General Practice but would like to take the next step in their career. Main Duties of the Job
1. Management of the clinical systems, ensuring IT security & IG compliance at all times & responding to and resolving local IT issues.
2. Support the overall practice clinical governance framework, submitting reports for OQF, enhanced services and other reporting requirements eg CQRS.
3. Premises and Equipment management including handling day-to-day business functions in a manner that ensures optimum practice functionality.
4. Management of the clinical rota, day-to-day appointment system and room allocations.
5. Processing of third-party requests e.g. Department of Working Pensions, Insurance claims and Subject Access Requests.
6. Ensure that the practice is compliant with all mandatory and statutory regulations that may be applicable this includes Health and Safety and Management of Patient records.
7. Support practice management in maintaining a safe, effective, efficient, stable and contented workforce.
8. Supporting the practice managers in the day-to-day operations of the practice, ensuring staff achieve their primary responsibility.

Job Responsibilities
The following are the core responsibilities of the Data Quality & Performance Managers. There will be a requirement to carry out other tasks; this will be dependent upon factors such as workload and staffing levels.
The Data Quality & Performance Managers are responsible for:
DATA QUALITY
1. Overseeing the administrative elements of QOF, IIF, DES, LES liaising with GPs, nursing staff and administrators.
2. Guiding staff and developing searches and audits on the clinical systems, eg EMIS.
3. Oversight of systems including EMIS, Accurx and Docman to ensure that these are being used at their optimum functionality and capacity to meet the needs of the practice.
4. Reporting IT issues, liaising with the IT team to resolve problems and ensuring that Business Continuity Plans are activated in the event that systems are unavailable.
5. Responsibility for monitoring and maintaining the practice IT assets register.
6. Leading the management of the clinical systems, ensuring IT security and IG compliance.
7. Responding to and resolving all local hardware and software IT issues.
8. Updating and acting as the focal point for the practice website.
9. Working with the management team to implement new systems.
10. Ensure that all patient recall systems are functioning appropriately to ensure patient safety.
11. Oversee the practices digital telephony system including troubleshooting and liaising with the provider in the events of faults.
12. Reviewing & updating clinical and document templates ensuring they relate to current practice.
PERFORMANCE AND SAFETY
1. Support the overall practice clinical governance framework, submitting reports for OQF, enhanced services and other reporting requirements eg CQRS.
2. Monitor and disseminate information on safety alerts and other pertinent information.
3. Providing guidance to all staff ensuring that they always adhere to policy and procedures.
4. Support practice managers with the complaints process, ensuring complaints are dealt with in a timely manner and, where necessary, escalated to the next level.
5. Implementing systems to ensure compliance with CQC regulations and standards.
6. Organise recall of patients on request, by letter, phone, text or face-to-face, opportunistically.
7. Monitor & disseminate information on safety alerts & other pertinent information.
PREMISES
1. Management of the building including maintenance, security, safety and compliance. This includes H&S, cleaning, gardening, window cleaning etc.
2. Liaise with providers to carry out annual audit for Fire Safety, risk, COSHH and ensure recommendations from these are actioned.
3. Responsibility for the upkeep and maintenance of security equipment including alarms and CCTV.
4. Oversee Fire Safety activity including appointment and training of Fire Marshalls and regular fire drills.
5. Ensure all staff are aware of the management of the premises, including health and safety aspects and undertake risk assessments and mandatory training as required.
PRACTICE/PATIENT SERVICES
1. Manage and monitor the appointment system.
2. Plan for gaps in rotas and ensure the Management team are informed for any GP Locum requirements.
3. Processing of third-party requests e.g. Department of Working Pensions, Insurance claims and Subject Access Requests.
4. Comply with all GDPR and Caldicott principles in the handling of patient data.
5. Oversee practice PPA claims to ensure maximum profitability.
6. Managing DNAs, providing data and planning tools coupled with liaison with referred repeat offenders.
COMPLIANCE
1. Support the Practice managers in providing information on all reportable activity to the CQC in a timely manner.
2. Support the Practice managers in keeping up to date on changes to the CQC framework and ensure that these changes are communicated and implemented within the practice in a timely fashion.
3. Ensure that the practice is compliant with all mandatory and statutory regulations that may be applicable this includes Health and Safety and Management of Patient records.
4. Support the Practice Managers in the reviewing and updating of practice policies and procedures.
STAFF
1. To oversee the onboarding and induction of new staff (including locums) and participate in these processes as required for practice staff.
2. To ensure that all staff are compliant with mandatory training requirements and to schedule training events where required.
3. Maintaining clinical and non-clinical staff training records on the bespoke software used by the practice (currently TeamNet).
4. Supporting development of non-clinical colleagues in their roles.
5. Direct line management of specific staff, including sickness management processes.
6. Assist Practice Managers with implementing & embedding an effective staff appraisal process for non-clinical staff.
7. Ensure that all staff have all resources they need to do their jobs including IT and clinical equipment as well as up-to-date information and training on policies and procedures.
8. Manage and record leave entitlements for Clinical and specified members of non-clinical staff on the electronic system.
OTHER
In addition to the primary responsibilities, the Data Quality & Performance Manager may be requested to:
1. Deputise for the Reception Manager when necessary.
2. Assist the Practice Managers in leading the management of the Patient Participation Group.
3. Working with the practice and PPG to ensure that the Practice website is maintained & updated appropriately.
4. Brief clinicians on performance levels, advising actions to ensure high achievement across all QOF areas.
5. Support the practice and management team with continuous improvement and change initiatives.
Person Specification
Qualifications
Essential
* NHS Primary Care general practice experience
* Experience of working with the public
* Experience of working in a healthcare setting
* Good standard of education with excellent literacy and numeracy skills
* GCSE grade A to C in English and Maths or equivalent
Desirable
* Educated to A level equivalent or higher with relevant experience
* Leadership and or management qualification
