PURPOSE OF ROLE: To lead and promote a positive chemical plant safety and process safety culture within the workplace and throughout the business. Advise, guide and mentor the workforce from managers to operators in matters of safe, efficient and effective chemical and process plant design and operation. This will include ensuring legislative and operational expectations are fully met. Ensure the Company Policies and Legislative requirements are implemented and fulfilled by practical application of an in-depth working knowledge of the topic SUMMARY OF RESPONSIBILITIES: As a Process Safety Engineer and professional you will ensure the site chemical plant, processes, waste streams and equipment operate in line with current legislation, guidance and procedures. Ensuring all employees and contractors are protected from the associated hazards therein. In this role you will inspect facilities, machinery, and safety equipment to identify and correct potential risks. You'll also work to ensure safety regulation compliance. Keeping employees safe is your top priority. The primary function of the role is to work closely with the HSE Department and Site Engineering Teams to highlight process, chemical and equipment hazards such that suitable appropriate control measures are designed and implemented to reduce risk. Provide chemical engineering and plant design expertise and knowledge across the site Technical authority and leader for site HAZOP, CHAZOP process and procedures leading to the creation of “Cause and Effect Safety Matrices” The nature of the role may involve working closely with the Environment Agency and specialist consultants to ensure compliance with the Site IPPC Permit. Work closely with other members of the HSE Team to develop and implement a “Process Safety Awareness Programme” across site A fundamental part of the role will be understanding the site services, chemical handling, storage and waste streams and associated hazards created by the site chemical plant and processes. Ensuring the hazards presented by site plant and equipment utilised in the transporting and storing numerous chemicals, gases and solutions remain well under control. Lead drive forward and implement new process and chemical plant operating procedures. Managing and controlling site waste and recycling streams 01WRT/02WRT/Trade Test Pit/Out of Spec Tanks/Hazardous Water Recovery, West Sump and Sewers, Own and manage the processes procedures and contractors associated with the safety control and prevention of spread of Legionella Work with internal and external stakeholders, including assessment bodies on all areas of quality and compliance. Continuous improvement of the management of Process Chemical Plant processes within the Facilities and Clean Room Areas. Overview and provide guidance on Chemical and Waste Streams Process Safety and their Optimisation. Strong requirement to develop, monitor and measure leading and lagging indicators. Deliver on expectation of business and the role always working diligently and leading by example. MAIN TASKS: Apply working knowledge and experience to identify the hazards associates with the site chemical plant, waste stream and equipment. Review operation, design and chemical plant functionality and optimize and ensure safe operation Solid application and practical application of skill set on ISO14001 Environmental and ISO45001 HSE Standards Carry out HAZOP and CHAZOP Studies on Facilities and Cleanroom Room Plant Equipment and Tools. Clearly highlighting control measures and safety systems required. Work closely with internal and external monitoring and analytical companies/ contractors and ensure corrective actions are taken based on test results. E,g Legionella Control in Cooling Towers and Facility Water Supplies, Understand and improve all discharges to atmosphere, ground, drainage and rivers. This will include areas such as the “Plant Effluent Processes, Scrubber Systems, Trade Test Pit and Out of Specification Tank Control Production oversight: Oversee the day-to-day operation of the processing plant, monitor production, and deal with problems Rationalize and reorganise the Facilities Chemical Plant Operations and Bassi of Safety. Process design: Research existing methods and develop new processes to separate and refine raw materials across site. Troubleshooting: Investigate and troubleshoot problems on site plant and equipment Equipment design: Use computer-aided design (CAD) software to develop cost-effective and environmentally friendly equipment and methods Develop and implement robust measurement processes and KPI’s and Dashboards Ensure site teams are supplied with systems and information required to protect themselves against chemical hazards as detailed in Chemical Hazards and Information Packaging (CHIP 2002) Develop and apply working systems and processes associated with Chemical usage and storage as detailed in Control of Substances Hazardous to Heath Regulations (COSHH 2002) Compile and implement robust health monitoring and screening systems in order to demonstrate adherence to site requirements for Registration, Evaluation and Authorisation of Restricted Chemicals (REACH) Perform a lead role in the processes used to introduce and use new chemicals and raw materials used across the site and within the processing plants. Develop and implement Safe Effective and Efficient “Site Emergency Response Protocols and Procedures” Coach and mentor the Site Personnels and measure their effectiveness in dealing operating and maintaining chemical plant Create and maintain operating instruction and manuals for the Facilities Plant and Waste Streams. Train and mentor Facilities Operator and Maintenance Techs to ensure the plant is operates in a safe effective and efficient manner. Review safety data sheets and ensure COSHH requirements are reflected in the chemical risk assessments Measure, monitor, assist department managers to investigate incidents and accidents in their area of responsibility Engaging with the Health & Safety Executive, Environment Agency & other government appointed bodies as required JOB REQUIREMENTS Experience Chemical Engineering and Process Designer with associated responsibility 3 years in a chemical engineering or as a chemist in a manufacturing industry Experience of working with hazardous chemicals Proven analytical and problem solving skills Experience of development and implementation of ‘process safety systems’ Special Skills & Qualities Identify process and chemical plant hazards Engineer and design chemical and process plant including associated safety systems Writing operating and maintenance instructions for chemical and process plant Performing HAZOP/CHAZOP assessments Sound understanding of Chemical Engineering / Chemistry and chemical plant. Analytical capabilities required to optimise “Chemical Plant Design and Operation. Pro-active and capable of working without direct supervision Demonstrate creative approach to specific job-related tasks. Good Communication skills and a team player.
