The Head of HBEU Regulatory Programs is responsible for the delivery of critical regulatory and mandatory programs as well as the portfolio management function for HBEU Technology. The individual will be key in enabling us to more effectively respond to new regulatory and strategic demands and align to our business stakeholders.
The individual will manage key programs such as Ellipse and various Non Disclosure Agreements where there is significant M&A activity across the HBEU region. In 2024 these CTB initiatives with a combined budget of circa $250m (business and IT) across Ellipse, ECB Network Segmentation and other HBEU initiatives.
Job Requirements:
* Regulatory Strategy and Compliance:
o Lead and manage HBEU Regulatory Programs across Europe to ensure compliance with EU and country regulations (e.g. Ellipse, ECB Network Segmentation, Service Sustainability).
o Develop policies, frameworks, and processes to address regulatory requirements effectively.
o Monitor and interpret regulatory developments, advising the CIO of HBEU on potential impacts.
* Stakeholder & Regulator Engagement:
o Serve as the primary liaison with the European regulators (ECB, ESMA, relevant country regulators) for the CIO.
o Represent the CIO in regulatory discussions and working groups across HBEU and technology.
* Regulatory Programme Delivery & Governance:
o Responsible for ensuring that all HBEU regulatory demand is captured and effectively prioritised within relevant AOP Budgets.
o Lead and influence the CIB IT Team to meet regulations in the region, overseeing delivery of the portfolio to time, cost, and quality targets.
o Act as point of escalation for regional stakeholders on any compliance and regulatory issues: inform and support asset-class-heads/global leads with issues arising from regional stakeholders.
o Govern all HBEU regulatory programmes ensuring the status and impacts to time, cost, and quality are reported into all regions and countries.
* Responsible for Technology cost oversight and transparency for regulatory stakeholders ensuring appropriate costs are being charged to the relevant countries and businesses.
Qualification and Skills:
* Strong and matured leadership skills.
* Experience in regulatory program management, across multiple jurisdictions.
* In-depth knowledge of European regulatory frameworks.
* Excellent team player with strong interpersonal skills.
* Well-developed negotiation skills and ability to influence across the matrix.
* Ability to drive business development and change.
* Strong decision maker and ability to mobilise and deliver resolutions/solutions.
* Strong understanding and management of risk control environment.
* Ability to effectively operate in a matrix environment.
* Strong drive for innovation and digital agenda.
