We are recruiting a Precon/Bid Manager to join a national contractor based near Southampton. They have exceeded all their targets and budgets for 2024 and have secured pipelines of work for 2025/26. Due to the volume of opportunities, they are looking to increase their preconstruction team.
They target framework opportunities and are secured on the DFE, Pagabo, SCF, and P23 local authority frameworks. They work on bids in the education, health, care, and defence marketplaces but will consider 2-stage or negotiated work for key clients. They do not engage in single-stage high-risk developments, and projects are valued between £10 and £60 million.
The preconstruction team consists of bid managers, estimators, design teams, building services, and commercial experts who collaborate on each bid to achieve the best possible results.
Duties will include:
1. Develop strategy and decide if a compliant tender is feasible.
2. If desirable, produce a non-compliant tender or alternative proposal in parallel.
3. Produce & monitor Bid Programme, Response Tracker, and Budget.
4. Communicate requirements to the bid team.
5. Ensure timely submission in the required format.
6. Provide technical and operational input to the proposed technical solution.
7. Identify all project risks and mitigate as appropriate.
8. Write, contribute to, or review technical and SHESQ responses.
9. Ensure the submission complies with the tender requirements.
10. Agree estimating strategy with the Estimator or Estimating Manager.
11. Lead procurement of designers, subcontractors, and suppliers.
12. Chair meetings and interviews with prospective partners on critical packages.
13. Agree Project Programme Strategy with the Planning Manager.
14. Provide technical support to the Project Planner.
15. Review the Project Programme.
16. Ensure tender response review gateways are achieved.
17. Implement mitigation measures when there is programme slip, to ensure subsequent milestones are met.
18. Issue, manage, and respond to Technical Queries to and from clients and suppliers.
19. Devise a strategy for alternative or non-compliant proposals when desired, ensuring production in parallel with the proposal.
20. Contribute to and manage the production of all documents, programmes, drawings, plans, proposed methods, and risk assessments for the alternative submission.
You will be responsible for managing the bid process from PQQ and initial enquiries through the bid, 2nd stage, and contract awards phases. You will work with all relevant external and internal stakeholders to achieve the best bid possible each time.
