About the Organisation: NSS as a Non-Departmental Public Body (NDPB) provides a diverse range of support functions for the NHS in Scotland (NHSS). NSS employs approximately 3,500 staff (comprising medical, nursing, technical, scientific, management, administration and warehouse staff, currently located in 24 sites across Scotland) with associated revenue costs of over £520 million. In addition, NSS has responsibility for taking forward key initiatives such as National Shared Support Services, Logistics and Procurement. National Procurement (NP) is a Directorate of NSS and operates across 4 sites in Scotland providing procurement, logistics and supply chain solutions for NHSS and the wider public sector. NP also operates as one of the five Procurement Centres of Expertise across the entire Public Sector in Scotland, providing commercial and technical guidance, advice and expertise to the Health and Social Care sector, primarily to NHSS Hospital and community services. NP has been front and centre of NHSS’s response to the post pandemic recovery, working closely with our Health Boards, the Scottish Government, UK DHSC and other key agencies and strategic suppliers. As a result, our teams have been asked to take on wider responsibilities and for new areas of expenditure. NP provides the National Distribution Service for NHSS and operates out of 3 large scale (+120,000 ft) warehouses delivering circa 80,000 items per week on a JIT basis to front line services across all hospitals and a range of community services. The service stocks circa 9000 skus and issues £200m of stock per annum. Our stock lines account for approx. 80% of items used daily in wards and departments and the service currently operates at over 98% on time and in full. The service also provides the national pandemic stock service to NHSS and to wider public services. Our critical success factors are service excellence and health and safety. The Post: The NSS Head of Logistics Operations is a key senior strategic role within NHSS and reports directly to the Director of National Procurement (an Executive Director of the Board). The focus of the role is on service excellence, health and safety and operational efficiency. The responsibilities include leading on logistics for NHSS and through the successful management of our 3 large scale warehouses (located within Lanarkshire), ensuring service quality to our Health Board service users, delivering within budget and maintaining and developing our health and safety culture. The Candidate The successful candidate will direct, mentor and provide technical, commercial and managerial leadership and be responsible for effective development, delivery and reporting of the logistics operational strategies for this high-profile national service. You will have very strong and senior logistics experience, have a proven track record in leading and managing teams and be an excellent communicator with the ability to lead and gain commitment to change across diverse and technically expert stakeholders. Ideally you will be educated to degree level with an appropriate postgraduate qualification and be a professionally accredited member of the Chartered Institute of Logistics and Transport (CILT), Chartered Institute of Purchasing and Supply (CIPS), or similar discipline. Location and Working Pattern: The role will be mainly office based. NP’s National Distribution Service operates from a main location near Larkhall at Junction 8 of the M74 and also at Eurocentral, near Motherwell. A base location can be selected based on proximity to home location however it is a requirement to have senior management visibility across the warehouses so weekly travel will be required. The work pattern is Monday to Friday and currently 37 hrs per week in line with the Agenda for Change working hours agreement. It is a condition of this employment that you must live and remain a resident within the UK for the post in which you will be employed with NSS.
