As a Procurement Lead - operations you will operate within the HS2 strategic framework in line with policy, displaying HS2 values, formulating and delivering the agreed procurement strategy to a successful conclusion, and in so doing lays the foundation to realising HS2 benefits. The Procurement Lead will define the delivery, management, roles and responsibilities of the procurement team to ensure collaborative and effective delivery of procurement activities. The Procurement Lead must deliver significant benefits to HS2 Ltd, ensuring all directorate requirements are compliantly procured to timescales and performance targets, whilst delivering value for money. About the role: The Procurement Lead is responsible for the procurement of multiple projects including multi-million pound procurements, ensuring procurement strategies and plans are developed and fulfilled. The main accountabilities are to: Ensure procurement activities are undertaken in compliance with HS2 policies that support relevant UK government and EU legislation, whilst driving a process that will deliver the strategic objectives and benefits of the HS2 programme and drive best practice; Drive the delivery of HS2 Ltd's strategic themes and goals into all procurement strategies, tender documents and evaluation processes, leading to demonstrable measurement of performance through the life of the contract(s); Develop and assure procurement deliverables, as well as supporting the achievement of governance approval, in accordance with the HS2 Procure to Pay process on a package by package basis; Lead the identification and implementation of innovative procurement approaches to the delivery of projects in order to enhance value for money, ensuring compliance with the overall HS2 Ltd strategy, whilst seeking to safeguard contractual and commercial risk; Provide expert procurement insight to enable HS2 Ltd to make informed choices about the way in which its expenditure is deployed; Develop, manage, and lead a procurement team, to deliver multiple procurements, ensuring their output is quality-assured at its source (and prior to being offered for approval); Training and development of the procurement team, succession planning and recruitment activities, regular appraisals and professional development of the team, developing competency framework activities, growing team capabilities and acting as an exemplar for role competencies and behaviours; Interface with suppliers during pre-procurement market engagement, and at controlled points throughout the process, delivering compliant outcomes in accordance with published procedures, protecting the probity of the process and maintaining compliant procurements at all times; Responsible for the strategic management of major procurements within the Project, including the delivery of innovative and commercially robust strategies and plans for each package in accordance with statutory requirements and relevant government policies, demonstrating its procurements are fair, transparent, non-discriminatory and deliver value for money; Conduct and deliver successful assurance and governance outcomes, through assurance panels, investment and committees, HS2 main board and the Department for Transport governance; Represent Procurement in a variety of internal and external fora and interface with other Procurement Leads; Promote the importance of procurement across business units and best practice through continuous improvement, so that procurement processes are effective in delivering HS2 Ltd's objectives; Support the Delivery Procurement Director in managing the expectations of key stakeholders (e.g. Internal Directors/Senior Managers, External Parties such as DfT, CCS and Cabinet Office), prioritising workload as required; Advise all stakeholders on applicable EU and UK procurement legislation and developments, applicable government policies and procurement routes; to ensure that all HS2 Ltd activities comply with regulations and subsequently ensure the risk of supplier challenge to any procurements within the team is minimised; and Actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI. Knowledge: Knowledge of EU procurement directives, with awareness of government initiatives and policies with the ability to assess relevancy and defend applicability; Knowledge of global supply markets for relating to infrastructure projects; Understanding of how tender and commercial documents are compiled to form a robust and holistic construction contracting; Understanding the impacts on risk, commercial and delivery from changes to a procurement; and Knowledge of using the NEC3 Engineering and Construction contracts, and other major forms of construction contracts; along with relevant pricing models including lump sum, target cost, cost reimbursable and a range of approaches. Type of experience: Experience of leading a team to deliver value for money and whole life value propositions; Experience of leading improvements to procurement and technical documentation and specialisms in construction forms of contract e.g. NEC3; Experience of procuring construction or technical contracts or similar services, with significant risk and complexity, through OJEU and/or frameworks; Experience of leading the authoring of works information for major infrastructure contracts; Experience of setting metrics for procurement selection purposes and contract performance measurements; Experience of leading the development of procurement strategies, including through workshop development, and delivering this through assurance and governance; and Experience of presenting and achieving approval from key internal and external stakeholders including governance panels.
