Within DDaT, the Data Services and Analytics (DSA) team drives innovative uses of Home Office data and hosts one of the most advanced government data analytics centres. We lead in the appropriate use of data and analytics to deliver intelligent services, improve decision-making, and support policy and operations.
DSA collaborates across Home Office areas, including borders, visas, passports, policing, and national security, working with some of the largest and most diverse datasets to support critical national initiatives.

DSA is geographically spread across four primary locations (Croydon, Manchester, Liverpool and Sheffield) with most staff working in line with the Department’s hybrid working arrangements (a minimum of 60% of time in an office location, with the remainder working from home). You will need to agree a base location of either Croydon, Manchester, Sheffield, Liverpool OR Glasgow, and there will be a requirement for occasional travel to other locations.
The Lead Demand Manager collaborates with multidisciplinary teams who are working on large, complex projects, combining functional and people management responsibilities.
In this role, responsibilities include managing DSA’s Front Door and leading the end-to-end Demand Management process, with an initial focus on refining and improving front door processes, ways of working, and supporting demand activities. Accurate triaging of requests is essential, along with providing management information for governance forums and coordinating with Business Portfolio and Product teams to deliver Business Analysis excellence.
Oversight of commissions into DSA involves applying agreed criteria to manage requests and keeping customers informed on progress. Collaboration with the Business Portfolio team ensures requests are routed correctly, while working alongside the Head of Delivery supports effective demand management throughout the product lifecycle.
The role also involves contributing to best practices, supporting communities of practice, and aligning demand management outcomes, metrics, and SLAs with DSA’s strategy and vision.
Building and owning strategic stakeholder relationships, you will engage with senior internal and external partners to improve the demand management service, ensuring it evolves with the right tools and management information. Your constructive challenge and effective communication will support service design, delivery, and alignment with customer needs and DSA objectives.
What you will do
Your main day to day responsibilities will be to:
* Define, plan, and lead improvements to the demand management service, recommending process and tooling changes to meet DSA requirements.
* Design, develop, and optimise the Front Door and Demand Management process, ensuring user needs and service levels are met.
* Receive and proactively identify demand requests from a variety of sources, assessing the business requirement and the benefit of the work.
* Regularly liaise with the Service Managers and both internal and external Project Managers to understand the work pipeline for their service, project or product.
* Manage stakeholder expectations regarding the delivery of their work items, acting as a single point of contact for any new demand requests and supporting processes so stakeholders can efficiently interact with them.
* Provide oversight and review of the consolidated pipeline of work and the key deliverables within it, including any associated risks.
* Understand and analyse information in the pipeline and present to senior stakeholders to inform decisions and business cases for future projects.
* Estimate resource needs for projects and work closely with Resource Managers to ensure that work items can be resourced appropriately based on the prioritised and scheduled work
