Immigration Enforcement (IE) has overall responsibility for the removal of Foreign National Offenders (FNOs) and works with the Ministry of Justice, HM Prison and Probation Service, the Foreign and Commonwealth Office and the Police to expedite the removal of FNOs.
The Foreign National Offenders Return Command (FNORC) objective is to protect the public by deporting or removing FNOs who commit criminal offences. As a Directorate, we actively manage, monitor and progress cases regardless of whether the individual is serving a custodial sentence, is detained within the immigration estate, or released into the community. We do this by vigorously pursuing deportation against FNOs who have committed criminal offences, managing each case through the legal process, negotiating barriers, ensuring that we adhere to a wide range of policies and procedures and that the use of immigration detention is appropriate.
The successful candidate will be working for either the Electronic Monitoring (EM) Hub or the FNO RC Accommodation Team.
The EM Hub was initiated within FNORC to deliver the electronic monitoring of FNOs with GPS capability. Since August 2021, the legislative duty to apply GPS to all FNOs subject to Deportation has been in place.
FNO RC Accommodation Team considers applications and makes decisions on whether to grant support, and then requests a property, arranges the move in, reviews and then ends support when appropriate.
Key Responsibilities
EM Hub specific:
* Coordinating the response to EM Breaches in line with immigration bail policy and making decisions on the next course of action.
* Managing breach cases by bringing them back into compliance using various compliance management strategies.
* Analysing breach data, gathering relevant information from internal and external sources, including FNOs, making well-informed decisions and issuing bail paperwork
* Liaising with internal and external colleagues, processing referrals to install FNO’s with EM at source on release from detention.
* Producing quarterly reviews on all EM cases, in line with Immigration Bail policy and legal guidance.
Accommodation Team specific:
* Considering applications and makes decisions on whether to grant Home Office Accommodation support under S.95, S.4 and sch.10.
* Considering whether support should be granted or refused and, if granted, you will then liaise with housing providers to identify a suitable property, liaise with Probation colleagues to approve its suitability and arrange a move-in date.
* Performing case reviews to determine the appropriateness of support continuing and ceasing support when appropriate.
For both roles:
* Ensuring data accuracy is maintained on Home Office systems and playing an active role in ensuring consistency with FNORC colleagues.
* Actively participating in regular performance and wellbeing check-ins, team meetings and group discussions, sharing best practice and taking responsibility to complete agreed action points to target deadlines.
* Promoting diversity and inclusion within the team culture and across the Foreign National Offenders Returns Command to foster operational excellence.
* Actively seeking out opportunities to continuously improve your own performance and contributing to team efficiency.
* Ensuring day to day work complies with the General Data Protection Regulations and Data Protection Act 2018 to prevent data breaches.
Working Pattern
This role is available on a full-time basis with the option of compressed hours working. This role is also suitable for part-time working hours, with a minimum requirement to work 22 hours per week due to business requirements.
