Are you an experienced leader in highway engineering and construction supervision? We are seeking a Technical Supervision Manager to join our Professional Services team. This role is essential in ensuring that all highway engineering works and related activities meet the council's standards and add value to our infrastructure.
Key Responsibilities:
1. Lead the technical supervision teams, ensuring compliance with standards and adding value to the county’s asset portfolio.
2. Act as the lead expert for the supervision of construction-related tasks across the Place department.
3. Create and manage systems for the supervision and acceptance of Section 278/38 works.
4. Provide leadership in the discharge of the council’s obligations as Supervisor under the NEC Suite of Contracts.
5. Resolve disputes related to construction non-conformance and ensure resolutions are in the best interest of the council and stakeholders.
6. Promote a culture of safety, efficiency, and continuous improvement within the team.
7. Collaborate with internal and external stakeholders, including Development Control, Programme Delivery Office, and external service providers.
8. Monitor and report on construction progress, ensuring accurate records are kept to assist in dispute management and pricing variations.
Essential Qualifications and Experience:
1. Managerial experience in a related field at a senior level.
2. Extensive experience in supervising a wide range of construction activities, particularly highway construction.
3. Strong working knowledge of the NEC Suite of Contracts and the Section 278/38 process.
4. Proven ability to lead and inspire teams, manage technical supervision, and resolve disputes.
5. Excellent organizational, analytical, and problem-solving skills.
Desirable Qualifications:
1. Degree in a relevant discipline or significant experience in highway construction supervision.
2. NEC Supervisor accreditation.
3. Experience in a political environment and managing sensitive projects.
4. Familiarity with the NRSWA process and adopting new technology to improve efficiency.
