We are looking for a highly experienced strategic lead for Information Management across King's and Guy's & St Thomas'. The role is responsible for the delivery and transformation of a range of complex information management and governance services within the Trusts. You will lead the development and implementation of an aligned Health Records Strategy and an Information Governance Strategy for each Trust, including the delivery of high quality, cost effective information management within budget constraints. You will provide strong leadership to enable the services to respond effectively to the challenges they face, whilst providing efficient information governance and management services and sustained improvements.
Reporting to the KCH and GSTT Chief Digital Information Officer, the Joint Director is a member of the Directorate Senior Leadership Team which has collective responsibility across both Trusts. While this post is located at Kings, working relationships across both KCH and GSTT will be essential, and there is an expectation that the SLT will work across both Trusts' sites.
To be successful in the role you will have extensive experience of Information Governance and Health Records management including knowledge of the requirements of managing a Registration Authority. You will have a track record of successful, substantial change management, and of developing and implementing strategies in a complex, multidisciplinary environment.
Main duties of the job
The Joint Director of Information Management is responsible for the delivery and transformation of a range of complex information management and governance services within the Trusts. The role is responsible for most of the teams across both Trusts that handle general Information Governance guidance and support, Requests for Information, Registration Authority, Corporate Records, Health Records and the Centralised Scanning Bureaus and Chart Correction teams. The role carries operational responsibility for the Data Protection Officer role(s) within each organisation, and accountability for ensuring that each Trust's annual DSPT programme is compliant with current requirements.
The post holder is responsible for developing and implementing an aligned Health Records Strategy and an Information Governance Strategy for each Trust.
The post holder will direct, lead and manage the effective delivery of the Information Governance and Management agenda and lead the redesign processes and change management to enhance the overall performance of the IG and health records services across both Trusts.
Reporting to the Chief Digital Information Officer, the Joint Director is a member of the Directorate Senior Leadership Team which has collective responsibility for keeping aligned to the wider digital, technology and sourcing strategies.
Job responsibilities
Strategy, Leadership and Management
* Assumes full deputising responsibilities (or those responsibilities as directed) for the CDIO/SIRO as required.
* Leads on the development and implementation of an aligned Health Records Strategy and an Information Governance Strategy for each Trust.
* Leads, develops, implements and oversees a policy framework for robust and effective Information Governance and Management and Health Records operations across the Trusts.
* Is responsible for driving focus and prioritisation within DT& I through establishing strategic planning and governance principles and processes.
* Leads on programmes required to deliver the Trusts Health Records and Information Governance strategies, ensuring costs, resource, interdependencies, and business change requirements are clearly understood.
* Takes the lead in ensuring that programme governance is well designed, adheres to recognised standards and principles ensure ongoing project methodologies are fit for purpose, follow agreed standards, and are responsive enough to ensure delivery of benefits within timescales.
* Monitors the development of health records systems internationally and ensure the Trusts are aware of the latest thinking and application of technology enabled process redesign.
* Takes overall responsibility for the development of all Information Governance and Management Policies which will impact users across the organisations.
* Attains credibility within the Trusts in order to influence and affect change at executive and senior clinical levels.
* Leads the stakeholder community through key decisions by articulating the options in relevant business terms and portraying the implications.
Communication and working relationships
* Contributes to the development and achievement of the Trusts strategic plans and objectives through membership of the Kings and GSTT Senior Leadership Groups and other Trust-level committees as appropriate, influencing decision-making at the highest levels.
* Works closely with the Transformation teams, workstream SROs, and work-stream leads amongst others in the strategic planning necessary to deliver current organisational strategic priorities and contribute to shaping the future of both Trusts.
* Develops and maintains strong external strategic relationships with KCH and GSTT strategic partners, within KHP, across the ICS and beyond.
* Develops and maintains strong working relationships with senior corporate, finance and HR colleagues across both Trusts so that there are robust systems in place for on-going monitoring and effective tracking of multiple, complex, transformation and development plans.
* Is responsible for developing and managing existing strategic vendor and partnership relationships, negotiations and contracts, valued in excess of £10m.
* Ensures external and internal relationship management strategies across the team are well designed and implemented.
* Develops and maintains exemplary relations with the trade unions and staff representatives for both Trusts, so that there is effective partnership working across the Directorate and wider Trust bodies.
* Develops relationships and ways of working with key personnel to ensure information governance and data protection practitioners are engaged at the earliest opportunity in the strategic thinking of the Trusts, embedding privacy by design.
* Promotes the creation of multidisciplinary teams and collaborative working practices.
* Engages and participates in Trust projects/Board as a strategic leader and present complex information governance issues to both Trusts staff, suppliers, external clients.
* Is responsible for briefing the Trusts Senior Information Risk Owner, the Chief Medical Officer and the Caldicott Guardian and other Directors as appropriate on key Information Governance and Management and health records risks and concerns to enable appropriate action to be taken at the earliest opportunity.
* Acts as the Deputy Senior Information Risk Owner for Kings standing in for the SIRO as needed. Liaising with the Information Commissioner and other statutory bodies on behalf of the Trust.
Corporate responsibilities
* Champions the Trusts values in all activities, with particular emphasis on promoting equality and diversity for all staff.

Information Management
* Responsible for the management and development of aligned policies and practices that support the use of electronic and where still relevant, paper health records systems across the organisations.
* Monitor use and development of electronic health records that support IG& M practices at each Trust to ensure efficient and appropriate use through ongoing participation in the Epic optimisation programme.
* Monitor and manage all associated risks, complaints and issues with health records and other information.
Corporate and Financial Responsibilities
* Negotiates, plans, utilises and monitors financial performance, ensuring the service is delivered within the available budget and initiating service change as necessary for each Trust.
* Ensures that expenditure does not exceed allocation without prior agreement of the Chief Digital Information Officer.
* Responsible for developing and delivering the annual savings plan for the Information Governance and Management services and for reducing costs while delivering efficient and effective services that demonstrate value for money for each Trust.
* Budgetary responsibility of £10m plus and over 180 WTE staff holder for multiple budgets and ensuring financial control.
Research, Governance and Training
* Develops and manages the implementation of systems, control processes and risk management arrangements to support monitoring of compliance with information governance standards, other Trust-wide policies and processes and best practice requirements.
* Ensures the resolution of complaints and issues from patients, staff, suppliers, other internal and external service providers and partner organisations in a timely and appropriate manner in line with Trust policy, procedures and service delivery values and priorities.
* Ensures, alongside the Clinical Governance department, Heads of Nurses, and other clinical staff, appropriate investigation and trend analyses of all complaints and adverse incidents.

Qualifications/ Education
Essential
* An MBA/Masters' degree or equivalent management experience including the management of substantial process change, project management and of implementing strategies in a complex multidisciplinary environment.
* Additional in-depth professional training and specialist knowledge to doctorate or equivalent level, acquired through training and experience over an extended period.
* Up-to-date knowledge of innovations and developments in health records management systems.
Desirable
* Formal qualification in Data Protection Compliance.
