Description Are you looking for a role that will have a crucial part in delivering the response to the Grenfell enquiry? BSD has three units, the Head of Practice Unit reports to the Deputy Director (Head of Building Standards Division). This is an important time for the Division as we deliver on the outcomes of the response to the Grenfell Inquiry’s final report and drive forward changes to compliance and enforcement through the building standards futures board. The post covers legal/statutory requirements of the Building Standards system. Appointment of verifiers and the maintenance of competence across the LA workforce. The post holder will work with the sector to improve competence and to address resources and resilience within the sector. The Grenfell Inquiry Report has indicated the need to further develop competence of the building standards profession, and this is a key objective of the Division. Responsibilities Supporting the Deputy Director to deliver key priorities and areas of work, making well-informed decisions ensuring stakeholder views are appropriately built in to decision making; ensuring that Ministerial commitments are met. Appointment of local authorities as verifiers (on behalf of Scottish Ministers) to administer the building standards system. Monitoring of the performance of verifiers, including auditing against the operating and performance framework during the appointment period, and taking action when required to enable improvement. Monitoring the building standards workforce, including competence, numbers in each local authority, team structures and roles and levels of qualifications. Maintenance and development of the procedural aspects of the building standards system, including regulation, guidance and case work. Preparation and amendment to building standards legislation, regulations and guidance documents. Lead and drive forward change to building standard enforcement legislation, and work across the Division and wider Scottish Government on legislative change in response to Grenfell and the Futures Board work. Research and development work to form an evidence base for change, and public consultation Dealing with applications for “views, relaxations or dispensations”. Coordinates and leads communications via the BS Leadership Forum and BS Stakeholder Group. Provide effective leadership to the Unit and direct line management to the leaders of the Procedural and Verification teams. Qualifications Success Profile Success profiles are specific to each job and they include the mix of skills, experience and behaviours candidates will be assessed on. Technical / Professional Skills: Construction professional qualification or equivalent. Excellent communication skills, negotiation skills and decision skills. Maintaining delivery momentum. Our team follows a hybrid working approach, where colleagues use a mix of office based and home working. For this post a minimum of two working days in the Denholm House office is required each week. The role will require limited travel around Scotland and less frequently to other parts of the UK. The post is a full-time permanent role, working full days Monday to Friday.
