Finance Director South Birmingham £55,000-£60,000 (with increase after probation) 37.5 hours per week PURPOSE AND OVERVIEW The Finance Director reports to the CEO and Board, and is responsible for the following areas and activities: Providing the full range of financial support to the organisation. In consultation with the CEO and Operational colleagues, will create the Finance strategy and delivery plans, demonstrating how we can make the organisation the most efficient whilst retaining quality services. Lead/oversee all Returns/Submissions of Finance information required both internally and externally to stakeholders, with submissions being completed successfully within deadlines. This includes – but is not limited to: Submission of accounts to Companies House, Charity Commission and the Social Housing Regulator; HMRC submissions, Fair Cost of Care exercise, ONS response, Financial questions in commissioning documents, etc. The role is key to the achievement the organisations Business Plan objectives and the efficiency and effectiveness of the organisation by: The provision of an efficient, effective and comprehensive financial service including leading on the statutory accounts process including being the key contact with the Auditors. Creating Monthly Headline figures and discussing these with Service Managers, supporting them to understand their budgets, their I&E and enabling them to take control of the financial performance of their individual services. Produce full Management Accounts each quarter, presenting these to managers and Trustees as a part of full finance reports. Providing assurance that appropriate internal controls are in place that contribute towards the creation of an organisational culture that manages risks effectively. This includes ensuring correct policies, procedures and audits are in place for all financial and procurement processes. Providing an efficient and effective management and financial accounting, forecasting, modelling and financial analysis which promotes the best use of resources using Value for Money principles. Provide robust financial information that empowers stakeholders to make best decisions to improve financial sustainability of the organisation. Take the lead in developing and improving financial and related systems to strengthen financial controls, the production of the management & the statutory accounts process. Lead & manage and develop the Finance team to support the organisation effectively. The post holder will be responsible for meeting deadlines set and maybe required to respond at short notice to requests for information or advice. Priorities may change on a daily basis or to support specific projects as required. Main Duties & Responsibilities: Financial Reporting Produce robust budgets, 3- 5 year forecasting, production of timely management accounts including key performance indicators within the agreed monthly and quarterly timetable. Produce reporting packs that are quality checked for consistency, accuracy, and in a clear and user friendly presentable format for all key stakeholders – including managers and trustees. Production of accurate and clear draft accounts including clear auditable working papers for review and audit by adhering to Social Housing and Charity SORPs, statutory regulations and accounting principles. Work closely with external Auditors to ensure an efficient audit by providing assurance of key processes, implementation of recommendations, and responding to requests for information within timescales to achieve a clean audit Make continuous improvements in the quality, efficiency and effectiveness of reports. Review financial policies and procedures to ensure compliance with best practice principles and relevant statutory guidance. Review and Present recommendations to Board regarding our Investments and Borrowing, to deliver best financial performance possible, liaising with banks, brokers and investors to secure VFM. Financial Systems & Controls Develop and continuously improve robust and effective financial procedures, controls and systems that are properly documented, regularly reviewed and efficiently implemented. Ensure there are key effective processes for the payroll & pensions processing, payment processing and credit collection. Manage working capital requirements by maximising the efficiency of credit, cash and purchase processes. Ensure there are clear reconciliation processes for Cash & Bank transactions Ensure compliance with HMRC & other statutory requirements. Develop, design and implement an effective Internal Audit programme to identify and improve controls and mitigate against key risks to the organisation Maintain and contribute to the development and improvement of financial applications and databases. Team working & Supervision/Management of people Support the Senior Management Team to promote an organisational culture of teamwork through excellent service provision noted for its high quality, transparency, impact, accountability, innovation and inclusiveness. Promote the work of the Team and the organisation to all stakeholders and create a professional image of the team. Supervise coach and mentor the Senior Finance Officer, and oversee other finance colleagues to build a highly skilled motivated team. Oversee and set performance objectives and evaluate performance for the Team regularly through regular supervisions and appraisals and development plans. This is directly with the Senior Finance Officer, and supporting them to deliver with their direct reports. Check the quality of supervisions and appraisals regularly. Carry out any other duties and responsibilities assigned by the CEO, Audit Committee or Board. Skills Working knowledge of computerised finance & other systems, including Microsoft office & Accounting systems Excellent financial skills including the ability to produce accurate quality financial information and interpret and present information for non- accountants Excellent interpersonal skills through written and verbal communication, influencing and presentation skills. Excellent organisational skills and the ability to prioritise work. Ability to problem solve, work positively with others to deliver results. Ability to set and agree clear work programme, set objectives, to work to deadlines and manage conflicting priorities. Manage and motivate the finance team including developing individuals through effective coaching and mentoring. Job Knowledge Good knowledge of Social Housing and Charity Accounting SORP, HMRC and other statutory regulations & reporting requirements Knowledge of company legislation Knowledge of the Social Housing Regulations Good knowledge of the Not for Profit sector & environment Experience Post qualification – minimum 3 years’ experience working in similar roles Experience of accountancy systems and computerised general ledgers Experience of dealing with senior stakeholders Experience of staff management
