The Smart Metering project is a new but extremely important initiative for our client. This is a key role within the new Smart Metering team, responsible for ensuring They can maximise the benefits to their customers, environment, and their business from the installation of smart meters. The post holder will report to the head of Smart Metering, under the asset strategy & capital delivery directorate. Our client is currently seeking an experienced programme delivery manager to assume a pivotal role within their Smart Metering programme team. Reporting to the head of Smart Metering, you will be responsible for overseeing all operational delivery aspects of the programme, ensuring effective execution and achievement of objectives. Your expertise as a programme delivery manager will play a vital role in ensuring the success and efficiency of their Smart Metering programme, contributing to the overall success of our client’s initiatives in this area. Oversee all aspects of programme delivery, including installations, maintenance, and technology deployment, ensuring timely and efficient delivery of Smart Metering objectives. Act as the primary point for escalations for the delivery partners, providing leadership, direction, and support to ensure alignment with programme objectives and adherence to contractual obligations. Provide guidance and support to the project teams to resolve issues where they fall outside the delegated authority/capability of the operations manager. Implement and enforce robust health and safety policies and procedures across all programme activities, ensuring compliance with regulatory requirements and promoting a culture of safety awareness and accountability. Ensure adherence to quality standards, regulatory requirements, and best practices across all aspects of programme delivery, conducting regular management audits and inspections to identify and address any compliance issues. Ensure compliance with corporate governance. Develop and implement resource planning strategies to ensure sufficient competent resources are in place, optimise the allocation of personnel, equipment, and materials, ensuring efficient use of resources and timely completion of programme deliverables. Identify potential risks, issues and change affecting programme delivery, develop mitigation strategies, and monitor risk mitigation measures to minimise disruptions and maintain programme integrity. Collaborate closely with internal stakeholders, delivery partners, regulatory authorities, and other external stakeholders to ensure alignment and coordination of programme activities, fostering positive relationships and addressing stakeholder concerns proactively. Drive continuous improvement initiatives to enhance the efficiency and effectiveness of programme delivery processes, identifying opportunities for optimisation, innovation, and performance enhancement to achieve programme objectives more effectively. Carry out regular programme reviews, recommend and take corrective action as appropriate and report to head of smart metering and wider business as required. You’ll need to have\: Bachelor's degree in a relevant field such as, project management, business administration, science, engineering. Project/programme management qualification (APM, PMP, Prince2). Health & safety qualifications\: NEBOSH and CDM. Understanding of stakeholder management principles and experience in effectively engaging with internal and external stakeholders to achieve programme objectives. Minimum of 5 years of experience in project or programme management, preferably within the utilities or smart metering sector. Proven track record of successfully managing complex programmes, including oversight of multiple delivery partners and coordination of end-to-end management. Experience in managing health and safety compliance within field operations, with a demonstrated commitment to promoting a culture of safety excellence. Previous experience in stakeholder management, including engaging with regulatory authorities, local councils, and other external stakeholders. Demonstrated ability to drive continuous improvement initiatives, identify areas for optimisation, and implement innovative solutions to enhance programme delivery efficiency and effectiveness. Understanding of stakeholder management principles and experience in effectively engaging with internal and external stakeholders to achieve programme objectives. Knowledge of risk management principles and techniques to identify, assess, plan, and manage project risks. Proficient in resource planning and allocation strategies to optimise project delivery. In-depth knowledge of health and safety regulations and best practices applicable to programme delivery in a field environment. Comprehensive understanding of smart metering technologies, installations, and associated regulatory requirements within the utilities sector. To work seconded to our client in the South. Water sector experience preferred or within a regulated industry with at least 5 yrs project and programme management experience. Full UK Driving Licence. You’ll also have: Membership of RICS, CIOB, APM, ICE or equivalent demonstrable professional or personal development. Extensive experience in the successful delivery phase of major civil works/infrastructure projects and programmes. Strong commercial and financial acumen. Leadership and management experience of large, diverse teams. Experience of managing relationships with key senior stakeholders. Knowledge of how carbon and sustainability considerations will shape the outlook of the projects you are working on.
