Hours of Work: 37hoursperweek(Monday Friday) Salary: Scale5;SCP14-19;£27,334-£29,777perannum Main Purpose of Job The Procurement Officer will be responsible for supporting the Procurement Manager to ensure that the strategic and operational procurement objectives of the Council are achieved. Principal procurement duties will include (but not be limited to): Providingprocurementsupport,advise,guidanceandtrainingtostaffinlinewith relevant policies and procedures training AssistinthemanagementoftheeProcurement systemsandprovidetrainingto users of the systems -AssistingwiththeissueandawardofRequestsforQuotations; -AssistwiththemanagementoftheTenderprocess Toprovidesupportinthemanagementanddeliveryofthetransformational change and integration of this service area. To provide support to ensure appropriate measures are implemented to ensure efficient and effective performance and continuous improvement and transformation of the service. Main Duties and Responsibilities: Providing procurement support, advise, guidance and training to staff in line with relevant policies and procedures including the eprocurement systems. Assist in the management of the eProcurement systems and databases including(a) reporting of system issues to software providers and liaison to ensure timely resolution and (b) maintaining and updating the system as necessary. Approval of requisitions in line with Council approved procurement limits and raising requisitions for centrally required purchases and for departments as and when required. To provide support to Council staff to seek quotations from the supply base in line with the Councils Request for Quotation processes including providing advise and guidance, facilitate the issue and receipt of Requests for Quotation via the Councils eprocurement systems, support the assessment process and liaise with the supply base onbehalf of the Council to provide clarifications, award and feedback. Assist with the management of the Councils Tender processes in line with the Councils procurement plan to include the review of tender documents, facilitation of the tender process from receipt of tender through to award and liaise with the supply base on behalf of the Council to provide clarifications, award and feedback. Provide support to Council departments to undertake annual tender activity. To deputise for Procurement manager as and when required. To assist the Procurement Manager to liaise with, and provide reports and analysis to Local Government Audit, European, other Statutory auditors and external funders. To assist the Procurement Manager to implement and ensure compliance with agreed recommendations and reports issued by internal and external audit. General Comply fully with all Health and Safety at Work legislation in accordance with the Councils Health and Safety at Work policy and all associated procedures and guidance. Comply with all the Councils Policies and Procedures including the Employee Code of Conduct and the Employee and Councillor Working Relationship Protocol. To comply with employee responsibility in relation to all records held, created or used as part of the Councils business. All records, paper or electronic, are public records and accessible by the general public, with limited exceptions, under the Freedom of Information Act 2000, the Environment Regulations 2004 and the General Data Protection Regulations.
