Main duties of the job
We are seeking an experienced and compassionate senior manager to join us as a full-time Operational Manager for the Torbay and South Devon MERs team. You will work closely with the Clinical Lead to ensure the high quality and safe delivery of services from both a clinical and operational perspective. You will also work closely with the other operational managers and clinical leads within the MERs pathway and across our integrated pathways.

You will supervise and manage others, ensuring the service responds in a timely way to meet the needs of children, young people and families with complex social, emotional and mental health needs.
Job responsibilities
To provide leadership to the locality-based integrated CFHD service ensuring the efficient and effective delivery of the service. The post holder will manage effective operational delivery of services in collaboration with clinical leads.
To ensure provision of high quality, safe and responsive community integrated health services to children, young people, parents/carers and professionals across Devon and Torbay according to need.
To ensure the service is based on best practice and evidence; is outcomes focused and audit and routine outcome monitoring is used to improve clinical effectiveness and outcomes for children and young people.
To provide specialist advice and county-wide system leadership ensuring that CFHD services are delivered in response to local need in partnership with communities and other local services.
To be an integral part of the CFHD leadership team, proactively and collaboratively driving the overall service strategy, objectives, vision and ambitions and taking a lead role in transformational change and continuous service improvement.
Within this role, the post holder will:
1. Provide effective collaborative leadership and day-to-day operational management of the CFHD service.
2. Jointly lead the locality/county leadership team comprising professional, clinical and operational leaders.
3. Ensure the effective and efficient delivery of evidence-based clinical pathways through the service including triage, assessment, clinical formulation and care planning, treatment, and discharge of children and young people.
4. Ensure the service is delivered in partnership with other clinical pathways within CFHD, health specialties and partner organisations across health, education, social care and the voluntary sector.
5. Ensure the service is delivered in partnership with children, young people and their parents/carers, ensuring their active participation is facilitated and feedback elicited, considered and acted upon.
6. Ensure that clinical and non-clinical risks are managed effectively.
7. Maintain systems designed to monitor demand and maintain optimal clinical capacity.
8. Ensure data is captured and used to drive effective service delivery and continuous service improvement.
9. Work collaboratively with other leaders (professional, clinical and operational), to maintain a culture within the service of excellence in clinical standards and safety.
10. Operate as a leader within the multi-agency network of children's services in Devon and Torbay to ensure the service is delivered as part of an integrated system of care to improving health outcomes for Devon and Torbay children and young people.
11. Ensure the service is delivered to meet key performance targets.
12. Ensure robust financial management systems are in place and the service is delivered within budget.
13. Provide supervision, operational management and support to clinical team managers and clinical leads with the ability to demonstrate compassionate leadership, to understand and follow HR policies and procedures, ensure staff wellbeing and development and adopt a collaborative approach to engage staff with a range of skills and communication needs.
14. Attend, participate and chair relevant meetings with the ability to present information in a range of formats, adapting communication to meet the needs of others.
15. Deputise for senior staff as required.
Person Specification
Qualifications
* Professional clinical knowledge acquired through degree supplemented by post graduate diploma specialist training, management qualification or equivalent and experience.
* A professional qualification relevant to children's healthcare (such as Social Work, Nursing, Clinical Psychology, Occupational Therapy, Psychological Therapy Qualification, Speech and Language Therapy, Physiotherapy).
* Professional registration/accreditation with a recognised body, e.g. NMC, HCPC, Social Work England, UKCP, BABCP.
Experience
* Experience of working collaboratively with service users and their families/carers, clinicians, managers and leaders including using goal-based care and routine outcome measures in practice.
* Experience of Inter-agency working at a management level with a successful track record of influencing and maintaining good working relationships.
* Experience of operational leadership.
* Experience of supervising and managing others, leading and managing multi-disciplinary teams and developing positive supervisory relationships with a range of Health professionals.
* Experience in leadership in planning and implementing service development and change within a clinical/social care setting.
Knowledge, skills and abilities
* Extensive knowledge of the provision of healthcare for children and families within the NHS.
* Understanding of relevant legislation, NHS policy and other national policy relating to children and young people and its implications for children's community healthcare.
* High level knowledge of health presentations in children and adolescents and the theory and practice of clinical interventions within the area of specialty.
* Knowledge of risk management and ability to monitor and assess risk and act accordingly to ensure safety.
