Job Profile Summary
The HCA, Allocation & Measurement Manager is responsible for leading a team of Engineers, ensuring their guidance and support to optimize hydrocarbon measurement, and reporting processes while ensuring compliance with industry standards. The role will oversee the production of daily allocation reports and entries for month-end close, ensuring accuracy and resolving any errors promptly. Additionally, the role will coordinate with regulators, participate in testing for metering systems, assist in production forecasting, and ensure timely and accurate allocation and reporting for all RRUK assets and non-core assets in line with commercial and regulatory requirements. The HCA, Allocation & Measurement Lead will also technically manage measurement contracts for all RRUK assets.
Accountabilities and Responsibilities
Lead and manage a team of Measurement & Allocation Engineers, providing guidance, mentorship, and support as needed
Develop and implement strategies to optimize hydrocarbon measurement, allocation, and reporting processes, ensuring accuracy and efficiency
Ensure compliance with industry regulations, standards, and best practices related to hydrocarbon accounting and measurement
Oversee the timely and accurate production of daily allocation reports, including effective data validation on system inputs and outputs
Oversee SAP entries for month-end close processes, detect and refer gross errors in daily data back to the field for review, and generate monthly production forecasts
Maintain and update documentation for hydrocarbon accounting and measurement processes and procedures, ensuring compliance with internal policies and external regulations
Manage and maintain allocation systems to ensure functionality, fairness, and equity in allocation processes
Serve as the focal point for all hydrocarbon accounting and measurement activities, liaising with internal and external stakeholders as necessary, this will include attending measurement pipeline technical forums
Coordinate with regulators and third parties on hydrocarbon accounting and measurement audits, ensuring compliance
with audit findings and recommendations
Ensure dispensation requests are raised with appropriate pipeline and regulator
Represent RRUK at measurement focus group and Global Flow Measurement Workshop (GFMW.
Review and approve changes to allocation systems and inputs, ensuring accuracy and compliance with corporate standards
Provide day-to-day support to the business as a production function, ensuring timely and accurate reporting of production data
Assist in the creation, review, and distribution of hydrocarbon accounting reports and accounts to internal and external stakeholders
Participate in user acceptance testing (UAT), factory acceptance testing (FAT) and business acceptance testing (BAT) for new and upgraded metering systems
Manage contracts with vendors, service providers, and technology partners involved in hydrocarbon accounting, allocation, and measurement activities and act as a technical contract owner (TCO), managing the total cost associated with the ownership of contracts along with key performance indicators where applicable
Manage the relationship with the OGA Petroleum Measurement & Allocation Team and maintain close working relationship with pipeline and terminal operators
Accountable for ensuring effective Quality Planning in place - identify quality risks and detail how previous work Lessons are accounted for
Identify suitable resource to manage quality assurance and quality control activities and ensure appropriate dispensation is recorded where required
Ensure all quality related actions from audits, NCRs and inspections are closed out in an effective and timely manner
Record & share lessons for future reference in an appropriate format.
Professional Skills and Experiences
Experience in multi-field pipeline operations and user agreements, with commercial awareness
Be a recognized authority in the Measurement Flow Measurement field, with demonstrable technical ability and expertise across all measurement areas
Knowledgeable on flow computers, supervisory systems, primary flow elements, on-line analyzers, samplers (manual & automatic), and secondary instrumentation used for the measurement.
Proven track record in the management of total metering support contracts and associated KPI in relation to contract performance.
Experience in preparing contracting strategy documentation and tender evaluation model to deliver ACP.
Experience in formulating and setting annual budgets for measurement systems in relation to regulatory requirements.
Strong technical understanding of UKCS oil and gas industry regulations, codes, standards, and guidelines relevant to the role
Competency in offshore oil and gas production, transportation, onshore processing systems, and the regulatory framework governing North Sea upstream activities
Proficiency in metering technologies and associated computations for allocation purposes, along with demonstrated proficiency in MS Office, database systems, and relevant software applications i.e. (KMM, GCAS, TRuST, GEM and Transportation Application).
Proven track record of leading and managing multi-disciplined hydrocarbon measurement and allocation teams, embracing change and continual improvement
Advanced technical skills in production systems and processes, with a sound understanding of hydrocarbon measurement and accounting methods, including multi-phase metering, and the ability to provide added-value business solutions
Awareness and competence in Quality Assurance and Quality Control preferred
Educational Qualification and Certifications
Bachelors degree in Engineering (Petroleum, Chemical, Mechanical, or related field) or relevant discipline from a recognized university
Advanced degree (Masters or PhD) in Engineering, Business Administration, or a related field may be preferred
ISO 9001:2015 Lead Auditor
Recognized qualification relating to gas processing and production systems
Training and certifications in relevant software tools and systems may be preferred
SAP for hydrocarbon accounting and allocation
UK regulatory frameworks and guidelines for hydrocarbon measurement and allocation
Other Requirements
The role may require travelling to offshore platforms or installations for inspections, audits, troubleshooting, or implementation of measurement and allocation processes
