Interim Group Manager - Property
Location: Merseyside (Hybrid Working)
Contract: Interim/Ongoing (Inside IR35)
Our client, a local authority in Merseyside, is seeking an Interim Group Manager – Property to lead the strategic management of the Council’s property assets. This role will play a key part in maximising asset efficiency, supporting development opportunities, and ensuring compliance across the Council’s land and property portfolio.
Key Responsibilities
1. Lead the Strategic Property Team, ensuring the effective management of the Council’s property assets to support service delivery.
2. Oversee space allocation within administrative buildings in response to organisational changes.
3. Manage the Annual Asset Valuation programme, ensuring compliance with International Financial Reporting Standards (IFRS).
4. Provide expert valuation advice for disposals, acquisitions, leases, insurance, and rating liability.
5. Lead property reviews to rationalise the Council’s estate and identify opportunities for development. Support the delivery of land and property development opportunities, including the Council’s school playing fields improvement programme.
6. Oversee the Council’s shops portfolio, ensuring effective estate management.
7. Maintain and develop comprehensive land and property records, including statutory asset registers and asset management data.
8. Ensure all operational assets and shopping parades comply with building regulations, health & safety, and fire safety requirements.
9. Provide high-quality professional property advice to inform strategic decision-making. Implement risk assessments to ensure the safe and effective delivery of the Assets Service.
About You
1. Proven experience in strategic property and asset management within a local authority or public sector setting.
2. Strong knowledge of land and property development, estate management, and statutory asset valuations.
3. Experience managing a diverse property portfolio, including operational assets and commercial properties.
4. Strong understanding of compliance, health & safety, and fire safety regulations related to property management.
5. Excellent leadership skills, with experience managing teams and working collaboratively with senior stakeholders.
