Currently looking for a Senior Project Manager willing to work primarily in the South of Scotland, in collaboration with the Scottish Borders administration. The role also involves meeting with key partners and stakeholders in other Borderlands Authority areas, including Dumfries and Galloway and Carlisle City.
The successful candidate will become a key member of the team, working closely with the Economic Development, Infrastructure, and Environment Sections of the organisation.
The Senior Project Manager must have:
Extensive experience in project and/or program coordination within a large, complex organisation. A proven record in project management. Experience delivering rail and multimodal transport projects. Skills in managing complex stakeholder relationships. Experience developing business cases following HM Treasury's Green Book and Scottish Transport Appraisal Guidance.The Senior Project Manager will oversee the successful delivery of "feasibility work" related to extending the Borders Railway to Hawick and Carlisle. This involves developing a multimodal, HMT Green Book- and STAG-compliant business case.
Responsibilities include managing and delivering the three phases of the business case process (Strategic Outline Business Case, Outline Business Case, and Final Business Case), with necessary government approvals at each stage. Each phase will have review points, beginning with the Strategic Outline Business Case. Pending approval, work will progress to the Outline Business Case and Full Business Case.
This part-time, hybrid role will likely span two to three years, requiring attendance at meetings in the Scottish Borders as needed.
The Senior Project Manager will lead a cross-functional team, collaborating with key stakeholders to create and execute a comprehensive project plan that meets transport investment requirements.
