Are you passionate about driving digital transformation and enhancing user experience? Haringey Council is looking for an experienced and dynamic Senior Web Developer to join our Digital and Change Directorate.
About the Role
As a key member of a multidisciplinary team, you will lead the design, development, and delivery of complex web solutions, driving the creation and improvement of high-quality, user-focused digital services. You will ensure that all systems deliver exceptional resident experiences by maintaining the highest standards of access, usability, performance, security, and scalability.
We are looking for a skilled Drupal developer to help develop our new staff intranet being built using LocalGov Drupal. You will also help with the development of new microsites and other Drupal-related tasks where required.
You will need strong front and back-end Drupal development skills, experience of developing fully responsive and highly accessible (to WCAG 2.2 AA minimum) websites and have demonstrable knowledge of best practice in UX design (including GDS design standards). Knowledge of working with third-party data sources/APIs, SSO with M365, Sharepoint document integration, Google Analytics, and site search tools will be a bonus.
Main Responsibilities
* Lead the design and development of large and complex programs and program modifications, working closely with other members of the Development team to deliver well-engineered, high-quality solutions that align with the Digital Service Standard and organisational goals.
* Oversee and contribute to the creation and amendment of programs, ensuring consistency, scalability, and adherence to best practices in software development.
* Develop and execute comprehensive testing strategies for programs, including planning, designing, and conducting tests. Provide oversight to ensure effective debugging, error resolution, and delivery of error-free results.
* Review and approve specifications, designs, and code produced by the team, ensuring all work meets the required standards and complies with the Digital Service Standard.
* Translate complex logical designs into physical designs, considering the target environment, performance requirements, and existing systems. Produce detailed designs, including physical data flows, class diagrams, program specifications, utilities, and backup/recovery procedures, while mentoring team members in these processes.
* Ensure comprehensive documentation of all work, including prototypes and final solutions, using required standards, methods, and tools to support future maintenance and knowledge sharing.
* Collaborate with data analysis colleagues to produce and maintain accurate system object and data models, ensuring alignment with corporate models and organisational objectives.
* Work with database design or administration colleagues to translate data models into optimised database schemas, adhering to design constraints and ensuring performance, scalability, and security.
* Maintain up-to-date records of systems, services, contracts, and information assets as part of the Digital Service's configuration management database (CMDB), ensuring accurate and reliable asset management.
* Establish, apply, and monitor security controls and procedures, ensuring compliance with organisational policies and risk assessments to protect the confidentiality, integrity, and availability of business information systems and infrastructure components.
* Lead the specification of user/system interfaces, including designing wireframes, menus, screen dialogues, inputs, validation rules, reports, and processing workflows to meet user needs and system requirements.
* Facilitate and manage meetings, workshops, and collaborative sessions with stakeholders throughout development and testing phases, ensuring alignment and clear communication of progress and requirements.
* Act as a technical leader within the Development team, mentoring and guiding colleagues in the design, development, and delivery of robust, scalable, and maintainable solutions, ensuring that all work aligns with the Digital Service Standard.
What We Are Looking For
* Ideally educated to A level or equivalent standard or holds a relevant professional qualification.
* Extensive experience in developing responsive designs, leveraging frameworks such as Bootstrap to deliver user-centric, adaptable interfaces across devices.
* In-depth understanding and practical application of W3C web accessibility standards, ensuring digital solutions are inclusive and accessible to all users.
* Demonstrates an advanced understanding of current trends and developments in the application of Information Systems, with the ability to critically assess, interpret, and integrate technical advice from specialists into practical solutions.
* Proficient in the use of advanced software tools that automate or assist key components of the development lifecycle, driving efficiency and consistency in delivery.
* Experienced in applying structured and documented methodologies and proven techniques to facilitate the transparent and efficient development of complex applications.
* Advanced proficiency in using software that enables the creation, population, and manipulation of complex data structures, ensuring high performance and scalability.
* Strong knowledge of the organisation's IT/IS infrastructure, operating systems, configurations, and service processes, and their impact on application development and delivery.
* Expertise in a range of testing techniques, including planning, executing, and managing functional and non-functional tests, to ensure applications meet specified requirements and are free of defects.
* Comprehensive understanding of corporate, industry, and professional standards, policies, regulations, and codes of conduct, ensuring compliance in all aspects of work.
* Skilled in configuration management and version control practices, ensuring the integrity and consistency of software versions throughout the development lifecycle.
* Proficient in advanced techniques for automation and streamlining development processes, applying industry-leading tools and practices to optimise workflows.
* Strong experience in managing and executing end-to-end quality assurance processes, including testing, defect identification, and resolution, to maintain the highest standards of software delivery.
