Torbay Council is looking for a driven individual, keen to showcase their ability to deliver environmental protection interventions, who values a multi-agency approach to problem solving and has a track record of enforcing compliance.
This position plays an important role in promoting the health and wellbeing of Torbay’s residents, providing a safe and attractive environment.
The team deals with a wide variety of issues such as monitoring air quality, responding to accumulations of waste, organising public funerals, ensuring the security of empty property, providing advice with regard to contaminated land and planning consultations and much more.

You will need the ability to conduct thorough investigation, utilising digital resources and attendance on site, establishing and utilising evidence. You will have the ability to influence outcomes by utilisation of strong communication/problem solving skills or if necessary, by use of legal powers. You will also need the ability to deal with difficult situations in a calm and sympathetic manner, especially in dealing with vulnerable individuals in complex situations, and be able to use initiative whilst demonstrating a committed and flexible approach to getting the job done.

This post requires a Standard Criminal Level Check. This will show details of all spent and unspent convictions and adult cautions that have not been filtered in line with legislation.

Skills
Essential:
* Will effectively use a range of modes of communication including, formal and informal reports and presentations taking into account issues of confidentiality. Will communicate with clarity, tact and purpose in all relevant situations.
* Will deal with difficult situations in a calm and sympathetic manner, especially in dealing with vulnerable individuals in complex situations.
* Good organizational ability, particularly self-organization, seeing tasks through to a successful conclusion, whilst working to tight deadlines.
* Will demonstrate effective investigatory skills evaluating evidence and seeking and questioning if further information is required.
* Attention to detail and to maintain accurate records to provide accountability and deliverability.
As this post meets the requirements of the Immigration Act 2016 (part 7), the ability to converse at ease with members of the public and provide advice in accurate spoken English is essential for the post.
Knowledge
Essential:
* Working in a multi-agency environment.
* Effective understanding of Environmental legislation including the Clean Neighbourhood and Environment Act, Environmental Protection Act and ASB legislation.
* Knowledge of the roles and responsibilities of Statutory and voluntary agencies and experience of liaising with them.
Experience & Qualifications
Essential:
* Responding to competing and changing priorities.
* Resolving problems with a high degree of discretion, sensitivity and advocacy.
* Experience of dealing with a wide range of people in challenging situations.
* Demonstrate experience of undertaking an investigation from initial complaint to a successful outcome.
* Experience of partnership working.
