Interim Principal Haulage Waste Officer

Pay Rate: up to £30.00 per hour PAYE depending on experience
37 Monday – Friday, normal working hours
This opening assignment is for 2 months
City: GLENFIELD
Hybrid - candidate will be required to be in the office 2 to 3 days a week.
Candidates will require knowledge in Transport and vehicles, Procurement and contract knowledge.
Manage key, high value waste contracts, support the development of waste management haulage services and to deliver operational commissioning processes from planning to implementation.
Key Responsibilities:
Manage a team, developing their skills and competencies to support changing priorities, and keeping the capabilities of the service current with business requirements.
Participate in recruitment, induction, training and development programmes to help develop the service and ensure it has the skills it needs to deliver its forward programme.
Undertake performance management of staff including absence management, disciplinary and other relevant processes in accordance with the County Council’s policies.
Identify and develop new commercial opportunities to generate income and manage costs effectively.
Be responsible for protecting and managing information securely, and reporting breaches or suspected information security breaches, in line with Council policies.
Responsible for maintaining effective partnerships and working relationships with statutory, voluntary, private agencies, District & Borough Councils and communities to promote and meet the Council’s and Department’s services and objectives.

Manage key waste contracts, including Bulk Haulage, Plant equipment, Treatment, Recycling, Energy from Waste (EfW) and Landfill contracts.
Qualifications:
Relevant Degree; or Substantial equivalent experience in contract procurement, contract management and/or direct operations/transport/logistics services
Member of the Chartered Institute of Waste Management (MCIWM), Chartered Institute for Logistics and Transport or equivalent (or willing to work towards)
Knowledge:
Good knowledge of waste management legislation
Operation of haulage operations, HWRC operations, waste transfer stations, and waste management practice and technologies
Contract and Procurement legislation
Experience:
Significant experience in the procurement and management of waste contracts (or contracts of a similar nature),
Significant experience in the operation of waste transport services (or equivalent service)
Experience in managing people
Budget management, forecasting and reporting for significant value budgets
Managing and developing a team of staff (including operational staff)
Interpreting and writing technical and non-technical reports and providing technical advice to stakeholders, including to senior managers and elected members
Engagement with stakeholders, including attending and producing materials for meetings and exhibitions, and in dealing effectively with media and publicity relating to service issues
Skills & Abilities:
Excellent communication and presentation skills including the ability to negotiate, shape and influence to achieve successful outcomes and to continue to build on the credibility of the Council and its services.
Be able to work to tight timescales and to agreed targets
