Responsible to: Team Leader for Talent and People Operations
Main Job Purpose
* To lead on vetting compliance within People Services.
* To maintain an up to date Single Central Record.
* To coordinate agency cover for the College.
* To accurately monitor agency cover expenditure.
Key Accountabilities and Responsibilities
* To maintain and circulate a list of approved and preferred supplier recruitment agencies for the College.
* To liaise with the Vice Principal of Finance and the Head of Corporate Governance and Legal Services for the approval of Agency Supplier terms, conditions and rates.
* Ensure the Single Central Record is kept up to date on a weekly basis, reporting any issues to the Team Leader for Talent and People Operations.
* Schedule termly internal and external audits of the College Single Central Record.
* Annually review the College Letter of Assurance (LOA) and ensure the College has an annual updated recorded of required LOA's.
* Work closely with the Finance Department by tracking the expenditure of agency workers against invoices to aid with prompt payment.
* Co-ordinate all agency cover bookings and feedback.
* Adhere to the College Agency Cover booking procedure and ensure regular monitoring and review of its effectiveness.
* Be the key point of contact between the Recruitment Agency and the College for all temporary and permanent roles.
* Ensure the College has all necessary compliance information and records for all agency bookings and requirements under Keeping Children Safe in Education.
* Manage all administration regarding Agency Worker Regulations and agency finders fees.
* Ensure that the Recruiting Manager carries out a risk assessment in the event of a Positive Disclosure of an agency worker, to aid with reaching a conclusion.
* Assist with new hire onboarding, (including temporary to permanent appointments).
* Ensure KPIs regarding recruitment and onboarding are met.
* Keep abreast of best practice and Keeping Children Safe in Education requirements regarding Safer Recruitment.
* Ensure the Recruiting Manager is Safer Recruitment trained.
* Liaise closely with the Professional Development Coordinator to ensure there is an up to date record of those trained in Safer Recruitment.
* Assist with the collation and analysis of recruitment monitoring data, ensuring the College workforce is reflective at all levels of its learners.
* Provide advice, guidance and training on compliance as and when required across the College.
* Draft offer letters, contracts and complete compliance for all temporary to permanent appointments in a timely manner.
* Provide administrative support across the People Services function as and when required.

PERSON SPECIFICATION
* Appropriate professional qualification e.g. CIPD Level 3 qualified or working towards this or professional equivalent (Essential)
* Demonstrate Numeracy and Literacy skills to Level 2 (Essential)
* A sound working knowledge of Keeping Children Safe in Education and Safer Recruitment (Essential)
* A strong understanding of the Ofsted requirements and the Education Inspection Framework (Essential)
* Ability to analyse information to enable the early identification and mitigation of risk (Essential)
* Experience of financial record keeping and tracking (Essential)
* Ability to communicate assertively and with confidence (Essential)
* Ability to establish and implement standards and measurements (Essential)
