Salary: £44,428 to £48,474 per annum

Contract: Fixed Term until end of March 2026 (subject to funding/extension)
Hours: 37 hours per week
Location: Harrogate/Hybrid working (including York)
We have an exciting opportunity to join North Yorkshire Council as the Strategic Energy Partnership Delivery Manager. You will be working on a transformative programme to develop a strategic energy partnership model for York and North Yorkshire.
The Local Net Zero Accelerator programme (Bristol City Leap Replicator) is a DESNZ funded programme. The Programme seeks to test different green finance delivery models to accelerate the move towards net zero, at a local level, by leveraging in commercial investment at scale through a bundled approach.
We are looking for an individual who is passionate and enthusiastic about Climate Change, Net Zero, and Renewable Energy, who can act as the Strategic Energy Partnership Delivery Manager to support and oversee the development and delivery of the DESNZ funded, Local Net Zero Accelerator Programme.
The Role
As the Strategic Energy Partnership Delivery Manager you will lead a team to deliver the innovative DESNZ funded project and will work with other local authority partners including City of York Council and the York & North Yorkshire Combined Authority, who are collaborative partners in this project as well as consultancy teams. The project will be delivered through a blend of in-house capacity and consultancy support.
You will be expected to achieve the following key objectives:
1. Provide in-depth support to develop and deliver net zero projects, including business case development;
2. Provide net zero policy expertise to shape investment models, policy, programmes, and projects;
3. Develop approaches and models to harness both public and private sector investment to enable the delivery of net zero projects and programmes;
4. Support collaboration and knowledge-sharing activities across a range of partners.
This is a fixed term role for 18-22 months (subject to funding and programme extensions).
What you will bring…
You will hold a degree level or equivalent experience in a relevant subject, with specialist knowledge around net zero, climate change, renewable energy, policies, and public-private partnership models. You will have in-depth knowledge of public sector levers and best practice solutions to support the decarbonisation of estates and city/regional economies.
You will have experience of developing and delivering net zero projects, with a good understanding of project management principles. You will be working in close partnership with Local Authorities and other partners, so experience working collaboratively is essential. Excellent communication skills are required, with the ability to present with credibility and confidence to a range of audiences.
