Introduction
Developing Healthy Communities (DHC) is seeking a part-time Project Manager to lead the Derry and Strabane’s Whole System’s Approach Project to Healthy Weight. It is estimated that obesity affects up to 26% of the population within the Derry and Strabane District Council area. Tackling this complex issue requires a coordinated, system-wide approach that addresses the many factors contributing to obesity. This project emphasises collaboration across statutory organisations such as Derry and Strabane District Council, the NI Public Health Agency, the Western Health and Social Care Trust, Ulster University as well as the private, community and voluntary sectors, seeking to create healthier communities, narrow health inequalities, and reduce the prevalence of chronic disease.
Job Purpose
To support the Derry and Strabane leadership group in implementing Public Health England’s Leeds Beckett Six-Phased Methodology for the Whole System Approach (WSA) to obesity prevention. The role includes project coordination, stakeholder engagement, data management, and collaborative action planning to address obesity within the local context.
Key Responsibilities
Project Management and Coordination
* Work with WSA partners, including DCSDC, PHA, WHSCT, and UU, to implement the Leeds Beckett Six-Phased Approach.
* Establish the project's scope, deliverables, and resources; create schedules and timelines; and continuously monitor progress and results.
* Develop and manage a Shared Vision and Action Plan in collaboration with stakeholders to prioritise and deliver short-, medium-, and long-term outcomes.
* Ensure the quality and coherence of health and social wellbeing strategies, working within governance frameworks and regulatory policies.
* Work within existing resources and advance the case for additional funding where necessary.
Data and Mapping
* Collaborate with PHA and other stakeholders to compile and maintain obesity-related data within the DCSDC area.
* Work with DCSDC and other stakeholders to oversee/develop a Geo-map of local assets and hazards impacting obesity and healthy weight.
* Contribute to research, needs analysis, and evaluation of interventions to ensure evidence-based planning and commissioning of services.
Stakeholder Engagement and Communication
* Develop a Communications Plan to enhance the project’s visibility and engage stakeholders effectively.
* Coordinate stakeholder events aligned with the WSA six-phased approach, such as ‘Knowledge and Understanding’ and ‘Systems Mapping.’
* Engage stakeholders using a Network Analysis Tool to refine and prioritise actions and interventions across the obesity system.
* Represent DHC and the project at external forums, providing briefings and updates to senior officers and decision-makers.
* Organise workshops and seminars to share best practices and learn from regional, national, and international evidence.
Monitoring and Evaluation
* Work with the Public Health Interventions Research Team to provide feedback on the DCSDC WSA to Obesity initiative.
* Monitor, review, and update the action plan in collaboration with the Leadership Group to maintain accountability and alignment.
* Complete PHA Project Monitoring Reports on a quarterly basis as required.
* Ensure the commissioned service is effectively monitored and evaluated.
Financial and Resource Management
* Work within existing resources and contribute to securing additional funding where necessary.
* Assist with procurement and development of service contracts, ensuring effective performance management.
* Monitor programme expenditure and contribute to financial performance management.
Personal and Public Involvement Responsibilities (PPI)
* Involve patients, clients, carers, and the wider community in developing, planning, delivering, and evaluating services in a meaningful and effective way.
This Job Description will be subject to review in light of changing circumstances and evolving project needs. Other duties of a similar nature and appropriate to the grade may be assigned as required.

Essential / Desirable
Qualifications and Training:
* A degree in Public Health, Health Promotion, Community Development, or a related discipline.
* Minimum of 5 years (if no degree) / 2 years (if holding a degree) experience in project management, ideally within a health-related field.
* Advanced degree in Public Health, Nutrition, or a related field (Desirable).
Skills and Experience:
* Experience managing multi-agency collaborations.
* Experience engaging diverse stakeholders, including the voluntary/community sector.
* Experience in data collection, analysis, and presentation.
* Competence in Microsoft Office.
* Familiarity with the Leeds Beckett Six-Phased Approach.
* Experience organising and facilitating stakeholder events (Desirable).
* Experience managing resources (staff, contracts, budgets) (Desirable).

Circumstances:
* Flexibility in working hours, including occasional evenings and weekends.
