An exciting opportunity has arisen for the post of Product Specialist in Powys Teaching Health Board. This is an excellent opportunity for someone who has energy, enthusiasm, commitment and ambition to work within a dynamic and progressive digital team supporting a range of functions.
This is a key role within the Digital service to ensure the successful implementation of the ePMA solution into PTHB.
Main duties of the job
The Product Specialist will be responsible for managing an Informatics product (i.e., clinical IT system) throughout its life cycle. Following broad occupational policies, they will ensure that products within their portfolio are delivered on time and within budget. The role will focus on informing the technical and design development of a product or a suite of products, as well as ensuring the business benefits of the product are realised. Ensure that specialist, complex products are processed in accordance with Health Board policies & procedures. Responsible for the data quality and quality assurance of the product, ensuring that data quality procedures and standards are implemented. The Product Specialist will project manage the implementation of the product including the development of project plans, risk registers and regular update reports. Work largely autonomously under the direction of the Principal Specialist, working within agreed policies and frameworks. The role will involve close working with the Principal Specialist for Informatics, the Digital Transformation Team national clinical systems, and staff of all levels across the organisation.

Job responsibilities
Product Management
Provide technical advice and information (in some cases complex technical issues, such as integration requirements) on all areas appertaining to the product. Informing the development process of the products design to reflect user requirements and workflows. Develop business plans related to the development of the product and its growth potential. Become the Health Board lead on the product and work closely with other Product Specialists to ensure links between other products and systems are made. Maintain a good technical understanding of the product as well as a range of other associated systems that may influence the product. Ensure that the specification of the product is in line with the business needs of the organisation. Responsible for the management and coordination of any product system downtime across the Health Board. Ensure software releases are properly scheduled and are completed on time, and that work complies with the agreed quality standards. Assess the impact and implications of any implementation incidents and events, and to report as appropriate. Responsible for the effective use of the product, providing user support and offer expert system advice to a range of individuals and groups. Knowledge of business processes to advise database designers and other application development team members on the details of data structures and associated components.
Communication
Lead specialist for all aspects within the organisation, this will include: - Produce and distribute a range of communications which include project update reports, training materials and user guidance. Provide routine (such as highlight reports) and complex (such as exception reports) information to project boards and teams where persuasive and motivational skills will be required. Ensure communications are maintained and kept up to date. Communicate complex product information to a range of stakeholders. Provide system related information to individuals who may have limited knowledge. Build strong working relationships with other IT professionals to ensure that a range of products work together. Communicates highly complex issues and sensitive information to a variety of internal and external stakeholders at all levels including NHS Wales Local Health Boards, NHS England, Suppliers, DHCW and the Welsh Government. Information may have national and political implications for internal and external stakeholders. Collating and communicating relevant information to the SRO. Build excellent working relationships with product suppliers. Participate in local and national forums/meetings to update staff on all product matters, including issues, progress, strategy changes, etc. Liaise with key users across the Health Board to gather and analyse information to inform development/implementation plans. Ensure effective communications are maintained within the Informatics Directorate and project teams.
Business Planning
Support the Principal Specialist for Informatics in developing UAT plans, providing advice and support to senior managers across the organisation. This will include: - Ensuring that all aspects of the user acceptance testing approach are managed in partnership, and to ensure the signoff within the organisation. Quality check release plans prior to Go Live, ensuring they are fit for purpose and communicating with managers where this is not the case, giving advice as appropriate. Work with colleagues to develop training materials and, when required, provide training as well as overseeing the training of product users. Proactively supporting managers to ensure project planning is considered at an early stage to meet organisation need. Define, document, and work on projects across all phases either alone or with a small team.
Efficiencies and Improvement
Producing comparative reports utilising data sourced from a variety of areas but predominantly, will be based on information held within electronic systems (e.g., WPAS). Analysing data from a variety of sources to include identification of trends, forecasting, issues, and validity. Identifying areas of best practice to support continuous improvement of service. Responsible for the quality assurance of the product as a critical clinical system, particularly post implementation quality assurance. Ensure that appropriate system configuration is maintained to support data quality. Demonstrate compliance with agreed methodology, standards, policies and procedures to ensure strong governance, knowledge sharing, and feedback are provided so that performance of the product is continually improved. May lead on the development of policy, which is related to their own area of work, working collaboratively with staff external and internal to the organisation where appropriate. Ensure the implementation of Digital Projects and other supporting strategies within the Health Board, contributing to the development of operational delivery plans to deliver on desired outcomes. The role may involve the post holder coordinating and taking part on behalf of the Principal Specialist for Informatics, at a range of meetings.
Business Analysis
The Product Specialist will work with the Principal Specialist and Head of Information to study and assess the overall business and information requirements of the organisation to inform developments and deploy the system to improve healthcare processes and provide clinical benefit. This will involve working closely with managers, clinicians, and other staff groups to: Identify business needs, Evaluate procedures/problems, Facilitate process mapping sessions, Prepare graphical representations of process e.g., process maps/decision trees, Prepare high level systems specifications which may include: Developing design briefs for new information systems, Specifying modifications to existing systems to improve workflow, Specifying modifications to expand existing systems to serve new purposes, Preparing an output-based specification for procurement of software solutions. Utilise highly developed analytical skills, the post holder will analyse information from a range of sources to identify trends, issues, efficiencies, and areas for improvement. Apply a variety of analytical techniques to information and quantifying result integrity based upon assessment of sources and techniques applied. Analysis will include consideration of a range of issues, particularly relating to business change, working with service managers, and advising on release management. Analysis will often need to take place of sometimes conflicting information, where understanding and assurance of validity is required.
General
The role may be required to provide advice and support to other members of the Digital Transformation and Informatics team in relation to their area of expertise. As the Product Specialist, the role will involve providing expert business advice in subjects relating to digital transformation with due attention to release management and lessons learned. May also include providing digital technical advice in other subject areas and can include on occasion, supporting digital transformation work streams, such as integration and interoperability between systems. The role may support the coordination of project related documentation or information, for example, supporting the collation of feedback reports, collating responses to consultation exercises.
