Job overview
This is an exciting opportunity within the North East and North Cumbria (NENC) Integrated Care Board (ICB) for a Fixed Term 12 month, Band 7, Programme Lead within the NENC Local Maternity and Neonatal System (LMNS) Programme Management Office (PMO) to lead the LMNS workforce programme.

The nature of the role demands a significant degree of autonomy, the ability to manage and respond to day-to-day challenges as well as a high degree of intellectual flexibility. Please note: the LMNS PMO Team cover the North East and North Cumbria area therefore the office base will be agreed with the successful candidate from the following ICB office locations:

* Pemberton House – Sunderland
* Stella House – Newcastle
* Park House – Carlisle
The role will require travel across the North East and North Cumbria, and will have the opportunity to work at home and within an office environment.
Please note this is a fixed term role for a 12 month period, secondments will be accepted and candidates are expected to have approval from their line manager prior to applying.

Our Integrated Care Board (ICB) is the largest in the country. The ICB is responsible for ensuring that high quality and safe health services are accessible to all of our communities. It has a wide range of functions, including; promoting integration of health and care services, improving peoples health and well-being, reducing health inequalities.
With a £6.6 billion budget and a workforce of 170,000 people across the North East and North Cumbria. As well as strategic functions, ICB staff also work at place level with local health and wellbeing boards in each of our 14 local authority areas. These teams also work alongside our 67 primary care networks which are groups of local GP practices, social care teams and other community-based area providers.
The ICB works with our Provider Collaborative too, this includes the 11 NHS Foundation Trusts in the region, to deliver our shared priorities.
Detailed job description and main responsibilities
* To support the LMNS Senior Team and in particular the LMNS Head of Programme in the delivery of the LMNS workforce programme.
* To lead specific programme areas as required.
* Develop and write project plans incorporating key project milestones to ensure the achievement of strategic aims.
* Maintain the project initiation documentation, communication tools and associated plans are available and used to their maximum value in a timely manner.
* Project planning required for ongoing projects which are broad in scope and involve complex activities, where there is a significant likelihood of adjustment to plans throughout the project life cycle.
* Deliver presentations to a wide range of groups across the LMNS including to LMNS Board.
* Persuades steering and delivery groups of the importance of complex projects, including linking in with other initiatives, communicates highly sensitive information about performance and change; makes formal presentations to large groups.
* To provide day to day support for activities and projects, allocating tasks, identifying risks, issues and dependencies, considering best practice and current options in the best interests of the projects.

* Evidence of sustained personal & professional development
* Degree level qualification or equivalent
* Master's level qualification or equivalent experience
Experience
* Health care experience is essential with a demonstrable track record of success in NHS organisation.
* Experience in the management of multi-project programmes of work.
* Experience of effective partnership and working with internal and external stakeholders at a senior level.
* Experience in developing programme or project plans across multiple partners and stakeholders, achieving consensus and managing successful delivery.
* Experience in performance management approaches including analysis of data and performance reporting.
* Knowledge and experience of staff line management.
* Knowledge and experience of working within financial budgets.
* Experience of commissioning and oversight and assurance / regulatory organisations.
