Birmingham’s SEND and Inclusion services (part of the Children and Families Directorate) are growing as part of the council’s long-term commitment to children and young people to improve their lives and support their families. As part of this growth, the SENAR Service which is responsible for Education, Health and Care (EHC) needs assessments and over 11,500 children and young people with EHC plans, is looking for outstanding people to join the workforce and deliver a high-quality service.
As a SEND Service Manager Assessment, you will report directly to the Head of SENAR. You will be a member of the SENAR Leadership Team and will represent the service with a range of stakeholders both internal and external. You will be responsible for providing exceptional leadership to ensure continuous improvement in the work of the SENAR service, specifically the local authority’s management of EHC needs assessments and associated casework. You will:
1. Lead and manage the assessments teams responsible for children and young people for whom an EHC needs assessment has been requested, ensuring these and when agreed, assessments, are processed in line with statutory timescales. Resulting casework will be person-centred and timely.
2. Provide advice regarding casework, ensuring that procedures and timescales are fully compliant with both statutory and locally derived procedures.
3. Coach, guide and support senior case officers and case officers to improve their practice and as a result, the experiences of children, young people and families.
4. Communicate clearly and meaningfully with a variety of audiences including delivery of training as appropriate.
5. Work closely with the Service Manager for Quality and Improvement to learn from feedback, implement improvements to practice and be a champion of excellence.
6. Contribute to setting clear measurable and achievable goals for the service, including business planning.
7. Undertake the management and deployment of people to work to their full potential including performance management, capability and attendance.
Your proven impact in leading improvement in professional practice and service delivery for children and young people with special educational needs and families in line with relevant legislation and formal guidance, will form the basis of your credibility in this role.
You will be excellent at communicating with, and motivating, colleagues at all levels within a service. You will be used to working to deadlines and be adept at managing several different priorities simultaneously. You will thrive in a role that requires you to influence all stakeholders to deliver change and improvements that make a positive difference to the lives of children, young people and families.
