The project\: Ministry of Justice, Mace, designer and main contractors working in an Alliance to deliver the pre-construction stages of four new prisons to be built in England. These prisons form part of an overall programme that will deliver circa 13,000 modern and efficient prison places, and in order to meet future capacity demands. The Contractors Alliance seeks to engage four major UK contractors in a collaboration, promoting joint processes and shared working practices which are intended to achieve improved efficiency, cost savings and other Improved Value outputs to the MoJ. Through such engagement, the overall objective is to achieve an alignment of interest between the Alliance Members. Ultimately the MoJ aims to gain pricing, programme, quality and social value benefits from the direct output of the works undertaken by the Alliance. You’ll be responsible for: Managing and building relationships with package specific contractors, monitoring and reporting their performance and compliance. Preparing recommendations for interim payments to contractors in accordance with contract requirements and produce payment certificates for sign off by the appropriate project / commercial manager. Providing post contract award commercial services for both 'goods' and 'services' up to and including final account. Maintaining financial impact assessments for instructed change and ensure the project software (CEMAR) is updated to reflect the latest position. Monitoring and assisting the negotiation on financial impacts of compensation events with the contractors and MoJ commercial support (Gleeds). Maintaining both the project software and data sets to achieve consistency, accuracy and alignment. Assisting cost and expenditure planning / benchmarking, including the completion of data capture analysis (DCA) sheets), in accordance with project process. Supporting the cost management team, trending estimating and forecasting of the works packages to aid the package / project commercial leads. Analyzing cost performance data and provide relevant input for periodic performance reports (weekly, bi-weekly & monthly). Supporting the management of budget and spend profiles including continually identifying ways to improve cost performance. Collaborating with the package specific team members, including site management, MoJ and all relevant stakeholders. Providing the commercial input / support to the procurement process. Managing the impact of inflation currencies and exchanges into forecasting and aligned with tracking indices. Carrying out cost impact analysis of proposed changes to scope / schedule. Assisting package / project commercial lead in the preparation of cost reports and analysis on a work breakdown structure / activity basis, identifying areas of learning and any recommendations for efficiency improvement. Carrying out the quality management of all commercial issues and comply with the pre-determined mace processes. Management of early works order packages. Co-ordination of FPLS activities. Leading and coordinating of route to main works contract activities. You’ll need to have: Proven experience working in the construction sector and managing projects. Management disciplines including value management and programme development & monitoring, ensuring delivery against key milestone targets. Ability to adapt working methods to suit the project requirements. Have a pro-active / positive approach to the delivery of the 'goods' and 'services' Acknowledgement of responsibilities and acceptance of ownership. Excellent interpersonal skills in creating, managing and maintaining relationships, able to converse to clients and peers to director level. Experience of procurement and tendering. You’ll also have: Working knowledge of NEC suite of contracts. Working knowledge of CEMAR. Previous experience of working on large schemes, delivering multiple packages of work from design through to completion. Ability to demonstrate you understand the importance of service excellence and stakeholder engagement, be able to work collaboratively with the full project team.
