Reporting to the Head of Technical Services, this post has professional responsibility for Electrical Services and the Electrical Infrastructure for the Trust, providing specialist and professional advice to staff, directors, senior managers, and the local Health Community (CCG) on matters relating to Trust Mechanical Services.
Main duties of the job
* Accountable for the electrical services strategy and practices across the Trust and the local community, including relevant Service Level Agreements. Developing and leading the Electrical services agenda.
* Responsible for safe electrical systems and, alongside the Head of Technical Services, ensuring compliance of all electrical systems and plant with all statutory legislation and CQC requirements.
* Provide direction for the competency requirements for the Estates Delivery team.
* Ensure the correct maintenance requirements and scheduling of PPM activities meet current compliance standards.

Job responsibilities
* Manage, monitor, and coordinate all electrical installations, services, and work activities, ensuring compliance with relevant current legislation, CDM, NHS guidance, health and safety standards, codes of practice, Trust policies, and regulations.
* Manage external electrical contractors and specialist services personnel working on the electrical infrastructure, ensuring supervision, training, quality outputs, and control.
* Coordinate a robust process and rota for ensuring the availability of trained staff (to include succession planning) to fulfill the role of Authorised Person (normally band 5, 6) and Competent Person for:
* o Electrical High Voltage Systems
* o Electrical Low Voltage Systems
* Carry out Authorised Person duties in support of the rota as required for Electrical High Voltage Systems and Electrical Low Voltage Systems.
* Be responsible for the preparation of inspection, maintenance, and safety programmes for the maintenance and control of the electrical infrastructure, providing assurance on safe systems to the Head of Technical Services and the Director of Workplace.
* Provide specialist electrical input into tender specifications and work with procurement to obtain quotes or tenders for electrical services, ensuring that every contractor has a contract and that Trust procurement rules and standing financial instructions are adhered to.
* Provide specialist electrical input into capital projects, working closely with members of the Estates development team, and sign off and endorse electrical installations and drawings as safe and effective, fitting with the Trust engineering strategy.
* Be responsible for safe electrical systems, including fire detection and nurse call systems, and for the maintenance, monitoring, and compliance of said systems, working closely with infection control to produce regular assurance reports on the safety and suitability of systems to the Capital, Infrastructure and Environment Group.
* Ensure the development and maintenance of all electrical records, including as-fitted drawings, maintenance manuals, statistical returns, workplace information, performance reports, controlled documents, logbooks, and updated policies and procedures.
* With the Head of Technical Services, prepare, implement, and evaluate short, medium-, and long-term plans for the replacement or upgrading of electrical plant, equipment, systems, and infrastructure based on risk assessment, including the formulation, agreement, and delivery of backlog and specialist services electrical maintenance programmes with minimum disruption to patient services.
* If required, direct electrical services design for small schemes in compliance with Trust Standing Orders, Instructions, Policies, and Procedures.
* Be responsible for the recording, monitoring, review, and provision of timely reports to the Head of Technical Services and Trust Board on the electrical planned preventative maintenance services (PPM) and the responsive maintenance service, ensuring that work carried out is recorded appropriately and that these services are delivered in the most cost-effective way and within budget.
* Be responsible for the preparation of inspection, maintenance, and safety programmes for the maintenance and control of all electrical infrastructure, the High and Low Voltage (HV & LV) electrical distribution network, and for provision of assurance on safe systems to the Head of Technical Services and Director of Workplace.
* Be responsible for the delivery or overview of any annual electrical schemes funded from capital, ensuring they are delivered on time, within budget, and to the necessary quality standards. This includes the provision of necessary and regular reports on progress to the Capital Investment Group, Head of Estates Delivery, Capital Infrastructure and Environment Group, and Director of Workplace as required.
* Undertake complex audits, reviews, and research surveys aimed at improving services and facilities. Prepare reports, data, and presentations to a very high standard and undertake option appraisals, producing viable business cases for new service development proposals.
* Work on own initiative to deliver agreed departmental objectives in a specific area.
