Title of Post: Senior Accounts Officer - Fixed Term
Salary: Grade 7, SCP 26-29 (£36,124 to £38,626)
Terms and Conditions: NJC for Local Government Services
Hours: 37 hours per week
Responsible to: The Town Clerk
Job Purpose:
* To effectively manage Bodmin Town Council’s financial affairs and accounts.
Key Responsibilities:
1. Manage and monitor the Council’s finances and advise on a financial strategy that meets its objectives.
2. Oversee accounts assistants and manage employee pay and conditions of service.
3. Prepare accounting statements ensuring compliance with Audit and Accounts Regulations.
4. Develop and maintain systems of internal financial control.
5. Maintain accurate accounting records and ensure prompt issuance of invoices and payments.
6. Manage the Council’s computerized financial records, including Sage.
7. Prepare budgets for consideration by the Council and its Committees.
8. Apply budgetary control and prepare payment schedules for approval.
9. Address queries regarding invoicing and payments.
10. Review aged debts and take action on overdue payments.
11. Oversee purchase ordering and purchase ledger functions.
12. Maintain a petty cash imprest system.
13. Ensure the security of cash and Council funds.
14. Regularly reconcile cash movements and prepare budget reports.
15. Prepare year-end accounts and support statements for audit.
16. Manage bank accounts and advise on short-term investments.
17. Maintain statutory records for PAYE, NI, and superannuation.
18. Ensure timely payments to the Inland Revenue and Cornwall Council.
19. Prepare annual returns for governance structure maintenance.
20. Ensure compliance with financial administration policies and procedures.
21. Assist in the annual review of Standing Orders and Financial Regulations.
22. Maintain an up-to-date Risk Register for the Council.
23. Prepare the Annual Governance Statement.
24. Oversee quotes and tenders for services as required.
25. Ensure compliance with supplier contracts and insurance obligations.
26. Maintain guidance on the fixed asset register.
27. Regularly check stock and update financial inventories.
28. Support financial development of projects and business plans.
29. Provide guidance for Council meeting reports and attend as necessary.
30. Administer financial information for grant applications.
31. Ensure compliance with relevant statutes and publication requirements.
32. Undertake other reasonable duties as directed by the RFO or Town Clerk.
33. Provide financial advice to voluntary and community groups.
34. Assist with HR practices and personnel matters.
35. Work as part of a multi-disciplinary team and independently.
36. Support other officers during absences.
37. Collaborate positively with other staff members.
38. Represent the Council courteously and resolve complaints constructively.
39. Contribute to the appraisal process and follow up on actions.
40. Attend training or conferences as directed by the Town Clerk.
41. Support the Council’s policies to eliminate discrimination.
42. Adhere to the Equal Opportunities Policy and counteract discriminatory behavior.
43. Assist with Human Resource management as required.
44. Comply with health and safety regulations.
