Job Summary: In this role you will support our U.S. Department of Defense (DOD) clients in the development of strategic Public-Public/Public-Private (P3/P4) partnerships with local and state governments, academia, non-profits, and private industry. The Project Manager is responsible for assisting the Department of the Navy clients in the development and execution of various Title 10 authorities to meet leadership goals and requirements. The Project Manager will facilitate meetings, conduct working groups with military and civilian stakeholders to develop parameters in the execution of applicable Title 10 authorities. The Project Manager will lead a small team of subject matter experts to conduct Course of Action (COA) development, Feasibility Analysis, Financial Analysis, and Request for Interest (RFI)/Request for Proposals (RFP). Experience shall include a minimum of five (5) years’ experience in technical and financial management of large scale real estate portfolios, both from an investment and operational vantage, and experience in privatization programs and other special ventures. The individual proposed for this position shall have extensive knowledge and experience of asset management, budgeting, and accounting. Development experience with public-private initiatives involving state or local Governmental entities, or DoD or other federal agencies, development of program metrics, and project oversight and monitoring activities are of particular importance. All requirements are to be met, unless otherwise approved by the DON. The Project Manager will work with the Program Manager on monthly project reports, financial reporting, project tracking, and client management to ensure project timeline, scope, and budget are met. In this role, you will: Support execution of partnership development and real estate projects, client communications, marketing, outreach and education, and continuous process improvements to achieve results and attain greater return on investment for DOD clients and community partners. Facilitate engagement efforts and activities to achieve successful transactions and agreements between partners. Conduct research and analysis, summarize, and presents information, in the creation of project deliverables. Design and create project deliverables, interface with the client. Support, cooperate, and collaborate to execute requirements specified in the Performance Work Statements. Execute routine and periodic tasks, maintains project schedules, draft reports, summaries, and project write ups, and creates Power Point briefs and other materials for the client. Execute onsite partner meetings. Travel is required approximately 20% of the work month. Responsible for the planning and execution of projects, client communications, marketing, and proposals. Performs other related duties as assigned by management.
