Position Summary: The HSE Officer is responsible for overseeing all aspects of health, safety, and environmental protocols within our manufacturing plant. This role ensures compliance with all relevant regulations and fosters a strong safety culture while minimizing environmental impacts. The HSE Officer will create, implement, and monitor safety policies, conduct risk assessments, lead investigations, and manage training programs. Essential Duties and Responsibilities: Risk Assessment & Management: Assess all business risks, ensuring the correct Health and Safety Management tools are utilized effectively to control and monitor risks. Policy & Documentation Management: Create and manage Health and Safety documentation, including safe working procedures, risk assessments, training materials, and company policies. Ensure all documentation complies with UK regulations and is up-to-date. Regulatory Compliance: Ensure that all Health & Safety policies, procedures, rules, and regulations are adhered to, regularly reviewed, updated, and communicated. Ensure compliance with UK regulations such as the Health and Safety at Work Act (HSWA), the Control of Substances Hazardous to Health (COSHH), and the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR). Incident Investigation & Reporting: Document and investigate all accidents and near-miss incidents in line with RIDDOR requirements. Implement corrective actions and represent the company in any employers' liability claims, ensuring timely and efficient resolution. External Liaison: Act as the main point of contact for external bodies such as the Health and Safety Executive (HSE), the Environment Agency, local authorities, and other statutory bodies during inspections, inquiries, and audits. Audit & Inspection Program: Establish and maintain a full program of documented health, safety, and environmental inspections, audits, and checks across the plant, ensuring compliance with UK legal standards. Training Program Management: Develop and implement a structured health and safety training program for employees, ensuring all statutory training is completed and full records are maintained. Continuous Improvement: Collaborate with cross-functional teams to integrate health, safety, and environmental considerations into manufacturing processes, equipment design, and facility layout. Performance Monitoring & Reporting: Monitor, measure, and report on key HSE performance indicators, providing regular updates to management and stakeholders. Identify trends and make recommendations for continuous improvement. Emergency Preparedness: Develop and coordinate emergency response plans and drills to ensure readiness for potential safety or environmental emergencies in line with UK regulations. Required Qualifications: Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field. Minimum of 5 years of experience in HSE management, preferably within a manufacturing environment. Strong knowledge of UK health, safety, and environmental regulations, including HSWA, COSHH, RIDDOR, and ISO 14001 standards. Experience in risk assessment, incident investigation, and root cause analysis within the context of UK laws. Excellent communication and organisational skills, with the ability to influence and engage stakeholders at all levels. Proven leadership abilities with a focus on promoting a culture of safety and environmental responsibility. Experience managing HSE management systems and compliance with UK-specific environmental regulations. Proficiency in Microsoft Office and HSE software tools for data management and reporting. Ability to prioritise in a fast-paced environment. Recognised qualifications such as NEBOSH Diploma, IOSH Chartered Membership, or similar, are preferred but not required. Working Hours: Monday to Thursday, 38 Hours per week. Working Conditions: This position operates within a manufacturing plant and office environment, requiring the ability to walk, stand, and occasionally lift objects.
