As the lead for the Council's asset management function within Estate Services, you will manage the Asset Management Surveyor and oversee the operational and community property asset use, optimisation, and devolution to local bodies such as Parish Councils.
You will be responsible for asset transfers, regeneration projects, and procuring Red Book valuations and Reinstatement Cost Assessments across the portfolio. Additionally, you will lead priority asset management projects, support wider service projects, and apply asset management and surveying expertise to ensure compliance with statutory financial procedures for finalising Council accounts. This role does not include direct staff management.
Key duties:
Lead the design and implementation of systems, policies, and processes for managing the Council’s operational and community property assets to maximize benefits and reduce running costs.
Manage the budgeting, forecasting, and delivery of transactions related to the sale of property, lease extensions, restrictive covenants, wayleaves, temporary licences, and party wall matters, meeting income and capital receipt targets.
Oversee the asset valuation programme through an outsourced approach, ensuring contract management, commercial sensitivity, and timely delivery for statutory accounting and budgeting.
Provide support and advice to the Housing Service on non-residential portfolio matters, housing tenant issues, and liaise with the Legal Department and Finance for valuations and insurance purposes.
Line-manage and develop the Asset Management Surveyor, fostering a positive culture, supporting professional growth, and leading the asset management function to enhance net revenue from land and property assets.
Key requirements:
Educated to degree level or with a technical qualification in a property related discipline
Full membership of Royal Institution of Chartered Surveyors.
Up to date and working knowledge of relevant property related legislation, regulations and standards
Knowledge and understanding of health and safety issues and risk management/control
Commercial awareness in a property environment (e.g. of typical buildings maintenance costs including statutory compliance where properties owned by the Council)
Significant experience of establishing and improving property and lease management processes.
A minimum of 3 years post professional qualification experience in a professional property role (general practice/ corporate property) including extensive experience of property asset management ideally obtained in the public sector or a comparable setting.
Significant local authority valuations experience with right to buy experience and knowledge.
