Our established Fraud Risk Services team have a vacancy for a Senior Consultant – Reactive Investigations. Our ideal candidate would take responsibility for the initial triage and recording of referrals of fraud and financial crime received from the NHS. A demonstrable knowledge of criminal investigation associated to fraud, bribery corruption and money laundering is essential, together with a full understanding of disclosure responsibilities in accordance with the Criminal Procedure and Investigations Act 1996. The post holder will need to hold a current ACFS of GCFP accreditation and possess experience in the completion of case management functions within the NHS Counter Fraud Case management system CLUE. The key requirement of the role will be to receive and review all new referrals of alleged fraud and financial crime, assess for evidential value, potential follow on enquiries and future likely outcomes. Following the evidential and operational risk assessment, each referral will then be recorded within relevant case management systems. Some management information will be required to be produced, in relation to referral rates, case disposals and outcomes. You'll make an impact by: Case Management First line responsibility for the receipt and recording of referrals of fraud corruption and financial crime received from NHS clients. Conducts evidential reviews on each referral to ensure compliance with recording requirements and relevant material is recorded and retained. Inputs and records entries on InCase and Clue case management systems in line with relevant time frames. Ensures compliance with relevant legislation, to secure and preserve best evidence. Ensures prompt delivery of investigation and support wider management team to maintain progress of ongoing investigations. Provide investigative advice and support to more junior members of the team (both reactive and proactive team members) to conduct further lines of enquiry to determine the progression or closure of reactive investigations. Produce management information or rates of referrals and associated actions. Business skills Recognises and assists in managing risk within assignments and investigations. Provides business information as requested by management team. Client service and relationship Ensures that regular and accurate investigation progress reports are provided to support presentations at client Audit Committees. Personal Effectiveness and Communication Skills Ensures client communications, including closure summaries, reports, and investigations plans are identified for completion at relevant times within the investigation process. Supports more junior colleagues in delivering and progressing reactive investigations and relevant lines of enquiry. Develops and applies complex and specialist technical knowledge and experience, advising the team as required. Compliance Monitors the compliance, effectiveness and quality of work through undertaking an ongoing review of open cases in line with guiding legislation for criminal investigations including PACE 1984, Data Protection Act 2018, and the Criminal Procedures and Investigations Act 1996, the RSM Quality Assurance Process (QA) and FRS Standard Operating Procedure (SOP). Maintains RSM’s high level of service and values when overseeing client work. Can organise a varied workload, ensuring high quality client service is at the forefront of priorities. Effectively manages their own time and priorities to meet wide ranging and varied deadlines and requirements. Has excellent written communication skills, with an ability to construct high quality reports which may be presented to audiences of varying degree of seniority. Undertakes tasks without supervision or assistance. Takes initiative on their own development and knowledge. Takes an interest in client specific issues and delivery of solutions. Has a good understanding of NHS CFA requirements surrounding case investigation and management and the practical application of these.
