We are pleased to offer a unique opportunity to join our Assurance and Systems Review team within the DVSA. We are looking for passionate individuals who are eager to make a significant impact in the field of Assurance and become part of our expanding team
The purpose of this role is to support DVSA in achieving its business objectives in a controlled, efficient and effective manner. As part of this, the post-holder will lead in the effective coordination and delivery of a proactive and solution orientated assurance framework. This will ensure that the Agency fulfils its obligations under applicable quality regimes and follows best governance practice.
The role holder leads the Assurance & Systems Review Team and is responsible for constantly reviewing Agency performance and measures. You will be responsible for the development and delivery of a programme of 2nd Line assurance reviews highlighting
The post-holder will engage with members of the Executive Committee and the Board to ensure emerging risks are identified at an early stage and high-quality reviews are delivered to enable the Agency to reduce risks to acceptable levels and improve corporate performance.
Responsibilities include but are not limited to:
* Lead in maintaining and improving an effective Assurance strategy to embed a robust integrated control environment that embeds a positive culture of compliance.
* Work closely with the Head of GIAA (government internal audit authority), managing the GIAA contract, to ensure that assurance and control issues (regulatory, audit, compliance identified and organisation/self-identified) are subject to effective and proportionate mitigation or are adequately resolved.
* Keep up to date with all regulatory, best practice and policy changes and review organisational processes to ensure adequate and proportional compliance.
* Oversee and validate a proportionate, risk based programme of Independent Assessments across all directorates and functions, ensuring high quality work is produced maintaining respect at Board and Executive level.
* Provide leadership and direction in evaluating and supporting Quality Frameworks for key frontline delivery work (Operations and Enforcement, Vehicle & Driver), ISO internal audits and all associated work.
* Collate and analyse assurance findings, generating reports which identify themes to engage, inform and influence the business at the highest level.
* Execute management responsibilities effectively and with utmost integrity. Working with, leading and acting as a role model for team members and colleagues, demonstrating our team values of ‘independence, collaboration and integrity’.
* Demonstrate leadership by providing influence, direction and guidance to staff to support the delivery of objectives. Establishes a strong direction and a persuasive future vision; managing and engaging with honesty and integrity, and upholding the reputation of the Agency, Department and Civil Service.
* Manage a significant team budget, effectively controlling spend and proactively managing fraud control measures.
* Ensure good relations and communications with stakeholders at all levels including Directors and the CEO to communicate assurance principles and outcomes ensuring the integrity and professionalism of the team and its work is maintained.
