Consultant in Public Health - Health Protection

This is a senior role within the Clinical and Professional Directorate of NHS West Yorkshire Integrated Care Board (NHS WY ICB), providing leadership, management, and oversight of the Health Protection function. This includes overseeing the management of health protection incidents, including infectious disease outbreaks, environmental health risks, and public health emergencies.
The post holder will be expected to manage as part of a multi-disciplinary team the identification, prevention, control, and response to infectious and non-infectious threats to focus on health inequalities and the specific local populations that are traditionally hard to reach to achieve an equity of outcome. This may include establishing situational awareness, surveillance, mobilising vaccinations or testing in partnership with relevant clinical teams, supporting contact tracing, and engagement with relevant stakeholders.
The post holder will play a pivotal role in developing, shaping, and assuring the Health Protection function.
Main duties of the job
The role of the Consultant in Public Health is to establish connections, lead, and coordinate joint objectives for improving health. They will provide strategic public health leadership, expertise, and technical advice on health protection matters across for WY ICB. The Consultant will lead on the surveillance, prevention, and management of communicable diseases and environmental hazards, offering specialist guidance to colleagues and partners.
The role involves leading health protection responses, emergency planning, and reducing health inequalities through the public health framework. The Consultant will work collaboratively with key partners across the health and care system, such as the UK Health Security Agency, local authorities, and community health teams, to ensure comprehensive health protection coverage and improved population health outcomes.
The post is subject to the core competencies as set out by the Faculty of Public Health for Consultant appointments, and the post holder will be expected to demonstrate expertise.

Person Specification
Qualifications
* Inclusion in the GMC Specialist Register or UK Public Health (Specialist) Register
* Holder of a Certificate of Completion of Training (CCT), or be within six months of award of CCT by date of interview
* Applicants must meet minimum CPD requirements (i.e. be up to date) in accordance with Faculty of Public Health requirements or other recognised body
* MFPH by examination, by exemption or by assessment
* Masters in public health or equivalent

* Ability to lead complex health protection programmes, managing multiple stakeholders and priorities
* Strong analytical skills with the ability to interpret complex public health data and present it to diverse audiences.
* Excellent communication skills, with experience engaging senior public health officials, NHS leaders, and community stakeholders.

Other Criteria
* In-depth understanding of the health and care system and the relationships with both local and national government
* Strong and demonstrable understanding of interfaces between health, social care and key partners (dealing with wider determinants of health)
* Understanding of the public sector duty and the inequality duty and their application to public health practice
* Understanding of key agencies involved in health protection
* Understanding of clinical infectious diseases services.
Experience
* Minimum 6 months experience in Health Protection practice
* Experience in managing health protection incidents and communicable disease outbreaks.
* Proven track record in public health leadership, with experience in policy development and strategic planning
* Experience of using complex information to explain public health issues to a range of audiences
* Significant strategic experience of leadership for public health including across organisational boundaries
* Experience in addressing health inequalities and working with vulnerable populations
* Experience in public health research and contributing to academic publications.
* Media experience demonstrating delivery of effective health behaviour or health promotion messages
