Associate Director for Regional Delivery is a very senior role within NHS Wales, supporting Health Boards on the development of the strategic and operational vision for regional working across NHS Wales, turning policy aspirations into reality, by aligning planning and performance with the strategic objectives for NHS Wales.
As Associate Director for Regional Delivery, the post holder will operate alongside other NHS Executive Directors and senior managers on the delivery of NHS recovery in Wales. This post operates at a strategic level, dealing with highly complex, contentious and sensitive information, communication and negotiations on a daily basis. Planning and managing key strategic and transformational initiatives, ensuring that the detailed implications of policy initiatives are understood, analysed and options evaluated.
The post has a strong connection with internal and external stakeholders particularly in terms of communicating effectively on long term benefits and justifying difficult choices around competing initiatives.
Main duties of the job
1. Effectively lead the Development of regional working across NHS Wales.
2. Effectively lead and support the formation of new approaches to regional partnership and working.
3. Effectively implement a change support programme for Health Boards regarding regional working.
4. Act as an ambassador for the NHS Executive and Deputy CEO NHS Wales.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.
Job responsibilities
1. Deputise and support the Deputy Chief Executive Officer of NHS Wales and the NHS Executive in the discharge of their responsibilities with regard to developing and promoting regional working.
2. Deputise and support the WG and the NHS Executive in their role leading key actions to deliver improved regional working between health boards.
3. Encourage continuous improvement and organisational development, specifically ensuring that those with governance responsibilities have the planning, performance and change management capabilities necessary to deliver their roles effectively.
4. Provide impartial professional advice and meaningful analysis and interpretation, to enable the development of strategy, planning, decision making and control.
5. Deputise for the National Director of the strategic programme for planned Care and the Deputy CEO of NHS Wales on regional matters and act as a listening ear and critical friend.
6. Foster collaborative working between the NHS Executive / WG and health boards other directorates thereby ensuring that the NHS Executive supports delivery of improved operational services nationally.
7. Contribute to the effective corporate management of the NHS Executive including strategy implementation, cross organisational issues, integrated business and resource planning, risk management and performance management.
8. Lead on the performance monitoring and management of actions set out to deliver improved regional services the operational plan and key performance targets and service standards.
9. Take a lead on quality management (working with the appropriate colleagues in Executive Director of Quality, Nursing and Allied Health Professionals).
10. Being proactive in managing change and risks, focusing on outcomes and helping to resource PHWs plans for change and development.
11. Driving high impact efficiency, productivity and value programmes.
12. Lead for the directorate on workforce planning.
13. Work closely with colleagues across Wales and elsewhere in the wider United Kingdom to support the development of regional working.
Person Specification
Qualifications
* Qualified to degree / Masters level with strong experience in working in NHS Operations and at national level.
Experience
* Experience at Deputy/Assistant Director level, or equivalent, with experience of working with a Board and Executive Team.
* Significant proven experience in leading, managing and facilitating people and processes in a large change process.
* Extensive experience in supportive staff management and training.
* Experience in working effectively with people across a wide and diverse range of organisations.
* Training and mentoring skills.
