The primary aim of the Children and Young People's Partner - Physical Health is to support the BSW Head of Children and Young People to lead the delivery of multiple complex projects in the transformation of Children's Services across BSW.
Main Duties of the Job
* The post holder will support the BSW Head of Children and Young People and their team to ensure that their workstream of programmes are planned and managed effectively, taking the lead in assisting in their successful delivery, of the national, regional and BSW priorities for children and young people.
* The post holder will support the CYP Strategic Delivery Lead and work jointly with key partners including our local authorities and providers to discharge the responsibilities for ICBs in relation to CYP, and to jointly support system partners to be able to discharge their responsibilities as appropriate, including:
* o SEND Programmes
* o Links to Safety Valve Programmes
* o CYP Locality hubs
* o Strategic commissioning interface

BSW ICB has adopted agile working, meaning the successful applicant will predominantly be working from home but may be requested to work in any one of the ICB's office bases across BaNES, Swindon and Wiltshire. You will also have a contractual base within the BSW ICB office where your team is based.

Job Responsibilities
The post holder will lead on the Physical Health for CYP across the following areas:
* Provide CYP input as necessary to Urgent Care including Acute Respiratory hubs and virtual Wards
* Provide CYP input as necessary to CYP Palliative Care workstreams
* Lead on Paediatric pathway improvement
* CYP primary care
* Strategic commissioning interface in universal and specialist areas, bladder, bowel and eating disorders.
* Provide specialist commissioning support as required into the weekly BSW practice forum
* Provide specialist advice to support ICB process and the delivery of community provision
The post holder will be required to lead on the development, implementation, delivery and evaluation of specific projects detailed within BSW's annual Operating Plan and 5-year Strategic Plan, particularly in relation to Children and Young People's Physical Health. Liaise with appropriate functions within BSW system and place and the Children and Families Sector including schools, public health, BaNES, Swindon Borough and Wiltshire Council and the voluntary sector partners. Manage all corporate and business returns, including returns to NHSE and governance groups and relevant committees. The post holder will lead on this work building close relationships with clinical leaders, acute, primary care, community and mental health organisations, other ICBs, commissioners, Commissioning Support Units, Local Authorities, Voluntary Organisations and the Third Sector and patients to develop service strategy and service design. Person Specification
Knowledge, Training and Experience
* Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area
* Minimum experience of 3 years in service improvement and/or business development management experience within the NHS, Social Care or Voluntary Organisations.
* Significant experience of successfully operating in a politically sensitive environment
* Evidence of continued professional development
* Demonstrated experience of coordinating projects in complex and challenging environments (including teamwork, influencing, conflict management and project management)
* Experience of managing risks and reporting
* Experience of developing children's services, commissioning strategies, service specifications, clinical pathways for services as appropriate.
* Experience of drafting briefing papers and correspondence at Senior Management Level
* Comprehensive knowledge of project principles, techniques and tools, such as Prince 2 Foundation and Microsoft Project
* Experience and understanding of the Contractual Process.
* Can demonstrate evidence of setting and achieving ambitious targets.
Communication Skills & Analytical
* Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required
* Experience of creating and giving presentations to a varied group of internal and external stakeholders
* Demonstrate confidence to challenge difficult issues/people and ability to negotiate mutually agreeable solutions.
* Ability to analyse very complex issues where material is conflicting and drawn from multiple sources.
* Demonstrated capability to act upon incomplete information, using experience to make inferences and decision making

* Experience of setting up and implementing internal processes and procedures
* Knowledge of Financial Systems e.g. monitoring budget management, processing invoices and procurement
