Brief Description
The role(s) sit within the TRU Central delivery team reporting to the Programme Engineering Manager (PEM) & Project Delivery Engineering Manager (PDEM), working on the W2BC major enhancement project that commissions in 2032.
The W2BC project is currently in Engineering Stage (ES) 4 and is a ~£1.5B pound major enhancement project located between Stalybridge and Huddersfield on the TransPennine Route with a geographic footprint that covers 18 miles of railway through the peak district. The Project consist of: linespeed increases, full electrification, the addition of a third line between Marsden and Gledholt, track and drainage renewals throughout, 4 new and modified trains stations, major civil engineering interventions within tunnels and on viaducts, the provision of W12 gauge clearances at all structures across the route, new slab track throughout Stalybridge and Scout Tunnels & also new/modified signalling and telecomms equipment throughout.
We are looking for demonstrably experienced railway engineers that are keen and enthusiastic, with demonstrable experience of delivering projects, collaborating with the supply chain, applying the principles of the Common Safety Method for Risk Evaluation and Assessment (CSM-RA) and undertaking engineering management as required. The novel nature of some of the engineering challenges on TRU represent an excellent opportunity for professional growth for the successful candidate.
PE (Track) - The role is principally office based in Leeds for at least 3 day per week with frequent travel expected to other Network Rail or Supplier offices in York, Leeds or Manchester. During project delivery it is also expected that lineside site-based inspections and site office working will be required.
About the role (External)
Some of the key accountabilities of this role are:
1.Implement Network Rail systems and procedures to maintain a cost effective, high quality, safe and environmentally responsible approach to design, construction, commissioning and other technical activities on relevant projects, compliant with all relevant legislation. Liaise with regulators and others as appropriate.
2.Engineer Projects to the standards and specification of Network Rail, allocated design and construction contracts include reference to and are compliant with appropriate Railway Group and Network Rail Company standards, formal specifications and procedures.
3.Manage all engineering activities so that they result in schemes that are affordable and meet programme requirements in a safe and environmentally responsible manner for time, cost and quality.
4.Maintain the use of relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to allocated projects and manage the environmental aspects of allocated projects in accordance with Network Rail’s environmental policy.
5.Monitor design and specialist consultants and contractors.
6.Provide project management advice in respect of all construction activities, including testing and commissioning and site supervision. Manage the design and/or construction elements of relevant projects meet the requirements of current legislation, including construction design management (CDM) regulations.
7.Ensure internal and contractor’s design and construction specialist personnel are competent.
8.Undertake reviews of design and/or construction activities. Arrange audits of contractors monitoring safety, environment and quality of design, construction, testing and commissioning and management systems is adequate.
9.Carry out the duties of designated project engineer (DPE) for specific projects.
10.Identify and share best practice across the various project teams.
We need you to have:
·Relevant experience in the track engineering discipline, ideally with involvement in construction and/or design within multidisciplinary projects. Experience in track maintenance, S&C manufacturing and railway-surveying also relevant.
·Technical qualifications to HNC/HND or equivalent GNVQ level.
·Knowledge of quality assurance relating to engineering e.g. recording and assessment of as-built survey data.
·An understanding of the arrangements required for the independent assessment of work.
·CDM, risk assessment, engineering management competency.
It would be advantageous if you have:
·Membership of a relevant professional body with chartered status and/or educated to degree level.
·Previous experience of Project Engineer or Contractor’s Responsible Engineer duties (or maintenance equivalent). Including design and/or construction deliverable review.
·Demonstratable knowledge of track engineering standards in area(s) of experience.
·Knowledge of structuring safety cases in support of projects.
·An appreciation of environmental issues in engineering works.
·Six Sigma Yellow Belt.
·An understanding of the arrangements required for the independent assessment of work.
·Project safety management experience
