DIO manages £35bn of infrastructure assets and spends £3.5bn each year maintaining and developing those assets on behalf of the whole of the MOD in pursuit of its strategic objectives!
DIO’s finance function aims to provide best in class financial management, reporting and advice to a range of stakeholders across the MOD, ensuring value for money for the taxpayer in how the Department’s Infrastructure Portfolio is delivered.
This advert is recruiting for 3 positions within the Finance Team at the following locations with the following working patterns:
* 1 X Andover/Lichfield/RAF Wyton (Full time, Flexible working) - due to the quantity of work it demands a full-time person. The nature of the work is such that the work is not suitable for part-time/job share with the post holder needing to respond to organisational demands at short notice and needing to keep abreast of departmental requirements through direct involvement.
* 1 X Andover/Lichfield (Full time, flexible working, part time) - due to the nature of role we require someone to work a minimum of 30 hours per week and be flexible to meet business needs.
* 1 X Andover/Lichfield (Full time, Flexible working) - due to the quantity of work it demands a full-time person. The nature of the work is such that the work is not suitable for part-time/job share with the post holder needing to respond to organisational demands at short notice and needing to keep abreast of departmental requirements through direct involvement.

Job description
Role 1. This role can be located at Andover, Lichfield or RAF Wyton. Full time and flexible working only.
This role covers both Business Partnering and Finance Planning and Analytics. Finance Business Partners will be the interface for Finance into the Top-Level Budget (TLB) Customers. As part of the Customer Delivery operating model, functional leads from across key business areas have been assigned to each TLB, who work closely with the senior leadership team to better support the delivery to our customers. The Finance Business Partnering team are responsible for reporting to external (TLB/MOD Centre) and internal (DIO/ExCo/Board) customers.
The Finance Planning and Analytics team lead in the production of the Annual Budgeting Cycle (ABC) and submission for all TLB’s using the Financial Systems and assist the Customer business partners within Year Management (IYM) Reporting. They produce the DIO financial plan, ABC, submission, meeting internal reporting and centrally mandated timeframes. Draft and issue the ABC instructions, working closely with the Customer Support Team. Set the DIO budget setting process, AP0, timetable and issue detailed instructions. Lead the production of system driven financial data covering multiple business areas.
Role 2. This role can be located at either Andover or Lichfield. Full time, Flexible working, Part time.
The Acquisitions & Disposals (A&D) team are responsible for financial management within DIO for all Disposals of MoD Estate. The team lead and support the management of key finance processes covering both RDEL and CDEL, including in-year management (IYM), Annual Budgeting Cycle (ABC), and business case approvals. This role will primarily focus on delivery of financial management of the current suite of large-scale disposal sites which are being delivered via Land Sale Delivery Partners (LSDPs). LSDPs are a mechanism used by DIO to maximise value on large scale disposals where land (usually sold for housing) is sold over a number of years due to its size.
Role 3. This role can be located at either Andover or Lichfield. Full time and flexible working only.
The Private Finance Initiative (PFI) team are responsible for the financial management of the Built Estate Private Finance Initiatives (PFI) for both RDEL and CDEL, leading and supporting the management of key finance processes, including In-Year Management, the Annual Budgeting Cycle and Approvals, as well as management of risk and change. Also providing Total Facilities Management (TFM) business partnering services to the DIO South East Contract Management Team (CMT).
In addition, provide financial support for the expiry and re-provisioning of the existing PFI contracts - with exit/re-provisioning activity commencing 7 years prior to contract expiry.
DIO Finance operates a flexible working model whereby individuals may be required to transfer to another role. This may be in response to critical vacancies or for the individual’s personal development. These moves will not require a change to an individual’s duty station.

Job Description
These roles are responsible for building strong relationships and understanding your business area, supporting the business at an appropriate level. Communicating financial data and other information clearly and providing valuable financial advice, challenge and support. Ensuring that financial reporting is accurately completed both within corporate reporting systems and for input of accounting entries to support decision making. Typical responsibilities include but are not limited to:
* Provide clear and robust strategic financial advice to all relevant stakeholders to ensure that the full account of the Pan DIO and Front-Line Command (FLC) financial position is taken into account when estate investment decisions are being made.
* Reviewing, analysing, and interpreting financial data, providing insight for senior managers and decision makers. Support Learning from Experience (LFE) exercises, reviewing outcomes and adopting improvements for future projects.
* Leading the input of financial information into, and provision of support to the 10-year planning round process.
* Responsible for applying In-Year Management (IYM) activities, including monitoring spend against budget and analysis of actuals.
* Providing support to governance meetings and report production; including ad-hoc analysis for senior managers/customers.
* Oversee the team’s contribution to the production of Financial Statements in accordance with timetables and instructions and respond promptly to queries.
* Manage the timely capitalisation or disposal of assets to ensure assets are correctly recorded within the accounts.
* Provide leadership to, and management of, your Business Area’s finance teams to deliver DIO outputs and departmental goals.
* Promote strong working relationships both within the team and with other teams across DIO and MOD.
Desirable Skills:
* Level 4 qualification with AAT, CCAB or CIMA, or working towards qualification CCAB, CIMA or equivalent.
* Financial experience over an extended period.
Person specification
* Technically competent and highly numerate with a record of success in a financial management role with excellent attention to detail and accuracy.
* Strong communicator with an ability to adapt your personal communication style to enable non-financiers to understand financial information. Ability to Brief senior stakeholders.
* Ability to work flexibly and adapt to changing priorities.
* Experience of developing collaborative relationships with a range of stakeholders and teams and working with them to deliver results.
* Experience in leading a team and managing deliverables.
* Experience of analysis and interpretation of data.
* Good Excel Skills.
* Willing to travel to off-site meetings on a monthly/adhoc basis.
