Interim Fleet Management Consultant - Transformation Programme

Our client is looking for an experienced Interim Fleet Management Consultant for a Transformation Programme. Our client is in a period of significant change and opportunity; as we merge, streamline, and improve Council services to deliver more efficient services.
We are ambitious in our aims to tackle climate change, and with diminishing public sector resources, we need to find solutions to deliver modern and effective fleet services across North Yorkshire.
We have started initial planning but need an Interim Fleet Management Consultant for a 6-month discrete project to:
1. Engage with the fleet team, senior management, and wider stakeholders to understand current challenges and opportunities within the fleet service, advising the Assistant Director Environment of key points.
2. Advise and help inform a restructure of the fleet service.
3. Manage day-to-day operations of the fleet team and workshop staff.
4. Support O-License holder(s) and ensure H&S/compliance of all drivers.
5. Develop an ongoing vehicle replacement plan including budget.
6. Develop a fleet decarbonisation plan.
7. Support savings initiatives.
8. Manage pool cars and vehicle workshops.
To deliver the requirements of the assignment, you will have:
1. Significant operational experience of fleet management, with technical capability for assuring compliance and health and safety.
2. A successful track record in delivering the transformation of fleet services.
3. Credible senior leadership experience to develop strategic approaches with key stakeholders.
The role is based in Northallerton, where key leadership and stakeholder meetings are held. There is a need for some visibility across the operations of North Yorkshire, and otherwise, we work in a hybrid way including from home or other office locations. Beyond the initial induction to the project, you will work approximately 2 days in the office and the rest elsewhere.
We require the consultant to start as soon as possible, ideally by March, and anticipate that the assignment will be for 6 months. We are open to the assignment being worked on a full-time or part-time basis, but no less than 3-4 days per week. This assignment is within IR35.
