To be responsible for the implementation of Welsh Government’s Renewal and Upgrade programme through the commissioning of design services and managed works ensuring all prescribed policies and procedures are applied in accordance with both Welsh Governments and SWTRA’s requirements. To liaise with the Welsh Government and act as the Agent’s technical lead on highway related issues. To directly manage the Highways Capital Projects Delivery Teams, including allocation of briefs / PIDs and work packages, programme development and project administration to ensure delivery of the Capital Works programme to prescribed deadlines across the South Wales Trunk Road Agent Area. To have overall responsibility for the Capital Delivery Team to provide high quality Services for the Welsh Government to enable them to fulfil their statutory duties. To manage the in-house multifunctional capital delivery teams ensuring delivery in accordance with Agent procedures including monthly financial and programme forecasting and reporting To manage workload across teams and supply chain, making allocation / delegation decisions to ensure delivery of WG briefs and statutory commitments. To be responsible for the coordination, prioritisation and delivery of Welsh Governments programme of Highways, Community Safety and ITS Capital projects with regard to ensuring delivery to cost, time and quality requirements without undue public of media reaction. To assist in the coordination and programming of the Agents Annual and Welsh Governments multi year renewal, upgrade and safety scheme programmes providing accurate monthly and quarterly programmes to Street Works and Communication teams To develop and maintain the current programme of works coordinating with Network Operations to maintain the delivery of routine and cyclic operations whilst minimising network impact and clash identification / opportunities To commission and manage the Agent private sector and public sector service providers and consultants in the delivery of all delivery related commissions in accordance with Agent procedures. To continuously review the service in accordance with the Welsh Government’s requirements and industry guidance / best practice, advising senior management on appropriate improvement measures, new policies, and procedures, taking forward the implementation of agreed improvement plans. To ensure that systems and processes are implemented to audit, monitor and manage the performance of the supply chain in delivering the projects vii. To act as Project Manager and CDM client on specified major projects as agreed, applying the principles of PRINCE2 project management. To ensure that Health and Safety processes and systems are implemented within area of work. To commission and project manage consultancy design and contractor services in accordance with the Agent’s procedures ensuring compliance with performance requirements Responsibility for information management in accordance with the Council’s information management standards and guidelines. Ensure that personal information is handled in compliance with Data Protection legislation. To foster a culture of innovation and continuous improvement. To monitor technological, contractual and other developments in the industry, including new methods with the aim of promoting best practice wherever appropriate. To work collaboratively with wider Structures, Operation, Network, Commercial and Finance teams in accordance with Agent policies and procedures. To undertake a lead role on larger or technically complex or political schemes (Multi Asset Renewal schemes) The above list of duties is only an outline.
