Torus is seeking a Business Lead – Fire Safety to play a pivotal role in our Compliance team. Reporting to the Fire Safety Manager and leading a team of fire safety surveyors, you will take ownership of delivering a professional and proactive fire safety management service across our property portfolio. Your expertise will ensure we meet all statutory, regulatory, and corporate fire safety requirements. Responsibilities: Provide effective fire safety and maintenance management and lead the delivery programmes of a full range of activities including, but not limited to, risk assessments, servicing, inspection, data collection, analytical evaluation, compliance and accuracy, legal referrals, financial support, remedial actions, monitoring and reporting, technical supervision, diagnostics, guidance and support, empty properties, private rented lettings, and investment schemes. Take a lead role in planning, policy setting, reviewing, and implementing effective procedures, document control, development of specifications and the evaluation of new / improved compliance techniques. Be an ambassador for fire safety as well as subject matter expert and be the point of contact for other operational teams. Take a lead role in the design, implementation, usage and on-going development of the asset database and records. Monitor contractors / suppliers and ensure their standard of work is acceptable and in compliance with recognised safety practices and agreed specifications. Work collaboratively with the Compliance and Building Safety teams to implement effective programmes of work intended to reduce maintenance liability, reduce costs, and contribute to a more sustainable and energy efficient environment. Responsible for the accuracy, validation and integrity of compliance data and the effective storage and retrieval of compliance records and documentation. Effectively lead a team of Fire Safety surveyors and manage a programme of fire safety checks at a number of blocks and actions arising from them. Ensure effective management of fire safety cyclical inspections/ audits and support a programme of internal fire safety quality assurance. Assist in ensuring the Groups policies and procedures are always adhered to. Undertake a monitoring and audit programme to monitor compliance with policies, procedures, and processes within the Group. Monitoring the fire precautions at various stages of construction and supporting the Fire Safety Manager with onsite assessments. Supporting internal and external stakeholders with technical fire safety enquiries Assist in investigating fire related incidents, providing detailed and accurate reports. Provide appropriate advice on the application and interpretation of fire legislation, escalating to the Fire Safety Manager as required. Assist the Fire Safety Manager in supporting our externally delivered fire risk assessment programme and lead with the management of actions arising from them. Liaising with other professional bodies including Building Control and the Fire Service, in relation to fire safety matters, and raising any significant matters with the Fire Safety Manager. Support our development and assist in implementing of a fire safety related training programme in line with best practice and assist in ensuring appropriate technical guidance notes and guidance material are available for the Fire Safety Team and the Group. Offer advice and act as a key point of contact for internal and external fire safety related enquiries, escalating to the Fire Safety Manager where required. Support the Fire Safety Manager in producing statistics and relevant benchmarking data, relevant to your team. Raise awareness of fire safety related issues across the Group Support the Fire Safety Manager in implementing Fire Safety project planning and execution. Liaising with customers as and when required in relation to fire safety, including attendance at relevant meetings where appropriate. This may involve participation in tenant engagement and involvement activities on fire safety and prevention initiatives. Assist the Fire Safety Manager in delivering Fire Safety campaigns for internal and external stakeholders. Knowledge of Health and Safety legislation, ACOP’s, regulations and compliance pertaining to the management of housing and the construction industry Keep abreast of changes and carry out training as requested to fulfil your duties. Take a lead role in the development of analysis and auditing techniques relating to fire data and report on performance and compliance as directed. Support the management of customer complaints specific to fire safety activities including identification, recording of lessons learned, the recommendation of remedial action and the provision of training where required Contribute to the delivery of the operational plan and the development of an outstanding service that makes a positive contribution to the Torus vision in a manner that reflects the Torus values. Skills & Experience: Level 3 qualification in fire safety or equivalent, or willing to work towards Level 4 Regulatory Compliance Officer, Managing Fire Safety or equivalent or willing to work towards. IOSH Managing Safely qualification or equivalent, or willing to work towards Evidence of and commitment to continual professional, leadership and personal development Knowledge and experience of compliance requirements specific to the function area, that has been gained through extensive and relevant experience, including the implementation and management of work programmes and suppliers. Extensive experience of developing, implementing management reporting tools / dashboards and key performance indicators. Detailed knowledge of operational fire safety systems installation and maintenance, including fire detection systems Excellent knowledge of fire safety legislation which can be demonstrated through relevant qualifications and work experience. Experience working with fire compliance data and monitored performance through compliance databases. A sound knowledge of all health and safety legislation relevant to property maintenance and construction projects including fire safety and remedial work, legionella management. A sound knowledge relating to the management of fire safety and management controls including reports and information for contractors and customers. Experience of fire risk assessment programmes with emphasis on quality, accuracy, consistency and completion of remedial work and provision of auditable assurance. Able to demonstrate a high level of knowledge of property management gained through relevant experience including the implementation and management of fire control processes.
