A Commissioning and Residential Operations Manager in the social care sector is responsible for overseeing the commissioning (planning, contracting, and delivery) of services and the operations of residential care settings. This executive-level role involves managing the strategic and operational aspects of social care services to ensure quality, compliance, and cost-efficiency.
Main duties:
* Develop, plan, and implement strategies for commissioning care services (e.g., care homes, supported living, home care).
* Conduct needs assessments to identify service gaps and areas for improvement.
* Collaborate with stakeholders (local authorities, NHS, community organizations) to commission effective care services.
* Oversee the tendering process for service contracts and ensure contracts are aligned with organisational goals.
* Negotiate and manage contracts with service providers, ensuring performance standards and cost-effectiveness.
* Monitor service delivery against agreed outcomes and KPIs (Key Performance Indicators).
* Develop and manage commissioning budgets, ensuring financial efficiency and sustainability.
* Monitor and report on spending, adjusting strategies to remain within budget.
* Implement robust quality assurance frameworks to monitor and evaluate services.
* Ensure compliance with legal and regulatory standards, including CQC (Care Quality Commission) regulations.
Requirements of the Commissioning and Residential Operations Manager:
* A relevant degree in Social Care, Health Management, Public Administration, or related fields is often required.
* Advanced qualifications, such as an MBA, MSc in Health and Social Care, or related disciplines, may be advantageous.
* NVQ Level 5 in Leadership for Health and Social Care or a similar qualification.
* Significant experience (often 5+ years) in senior management roles within the social care sector.
* Proven track record in commissioning and managing residential care services.
* Demonstrated experience in service procurement, contracting, and budget management in social care.
* In-depth knowledge of CQC standards, safeguarding legislation, and social care regulations.
