We have a fantastic opportunity available for an Operational Commissioning Manager to join our motivated and award-winning Adult Social Care team at Wokingham Borough Council on a Full Time, Permanent Basis.
As Operational Commissioning Manager, you will lead and manage a specialist team of commissioning officers to oversee a range of commissioning, procurement, and contracting activities for adult social care to ensure placement sufficiency and improved outcomes for vulnerable adults.
In this role, you will be responsible for ensuring that the council has a good understanding of needs and performance information so that we can target resources and prioritize effectively. This intelligence will also support strategy development and inform commissioning decisions.

Key Responsibilities:
* Supporting the directorates with operational commissioning decisions by establishing and maintaining robust and effective commissioning arrangements across the service and with related partner agencies.
* Developing and maintaining positive relationships with health, housing, and social care providers, ICS and council staff, carers, advocates, and elected Members.
* Maintaining an awareness of developments in legislation and best practices relevant to the commissioning specialism and developing proposals for organizational improvement as appropriate.
* Leading the development and implementation of business systems, processes, and policies to ensure alignment with strategic business objectives and contribute to continuous improvement in service delivery.
* Understanding our local market of care providers, stimulating a diverse range of care and support, and ensuring the sustainability of the sector to maximize outcomes.
Candidate Requirements:
* Evidence of continuous personal and professional development.
* Management qualification or working towards one.
* Excellent communication skills, both verbally and in writing, to a variety of audiences.
* Able to develop, lead, and deliver effective strategies/projects.
* Ability to negotiate, persuade, and influence at all levels, including senior managers and partners.
* Ability to interrogate and analyze data and information.
