The role
We are currently looking to appoint a Senior Property Officer who will be responsible for the Council’s property assets, ensuring they are maintained and developed in accordance with legislation and in the best interests of the Council.
Qualifications
- Educated to degree level or equivalent experience in property
- Member of a professional body in a relevant subject area would be an advantage
Duties and responsibilities
- Responsible for the Council’s Corporate Asset Management Plan and asset portfolio
- Negotiate land and property disposals, lease renewals and rent reviews including preparing comprehensive heads of terms and instructing Legal Services.
- Identify commercial opportunities through the development of property and land in furtherance of the wider economic development of Rossendale.
- Provide professional advice on property related matters
- Support the wider Economic Development and Regeneration Team in the delivery of property related projects.
- Managing a budget and a small team to provide an efficient and effective service.
Person Specification
- Experience of the delivery of asset land and property strategy and maximising revenue
- Experience of negotiating land and property disposals
- Experience of preparing comprehensive Heads of Terms and working closely with other departments such as Legal
- Experience of significant building projects including capital construction.
- Experience of interpreting legislation, policy and guidance to contribute to develop local policies and procedures
- Experience of leading, motivating and developing staff
- Experience of following procurement guidelines and policies
- Experience of dealing with land registry
- Experience of working in a public sector environment would be an advantage
- Excellent verbal and written skills with the ability to communicate effectively with a variety of audiences.
- Excellent IT skills with good working knowledge of Microsoft Office
- Ability and willingness to demonstrate the council’s values and behaviours
- Ability to use own initiative, organise and manage own workload to meet priorities with minimum supervision.
- Ability to research, assess and analysis information and data.
- Ability to work collaboratively with Senior Officers, Elected Members, Managers, staff, colleagues and partners.
- Commitment to continuous professional development.
- A commitment to developing and maintaining high levels of customer care.
- The job will involve occasional evening and weekend working
- Full current driving licence and access to a vehicle for work purposes
