About the Role
Sutton Council is seeking an exceptional candidate to fill the role of Strategic Capital Finance Business Partner in its shared finance service with Kingston Council. Whilst this role sits within the shared service, its focus is on Sutton Council only.
This key role supports the Head of Financial Planning and Business Partnering by providing expert advice regarding the council's capital and commercial programmes. The successful candidate will take responsibility for:
1. developing and implementing the council's capital investment strategies and programmes
2. aligning the capital strategies with the treasury strategy by working closely with colleagues across the finance unit
3. financially modeling and appraising projects, including assessment of financing options
4. leading the end of year closing of accounts processes for capital and ensuring all capital transactions are appropriately reflected in the council’s accounts.
About Us
This role is part of the Financial Planning and Business Partnering team that supports Sutton Council only, within the shared finance service. The team has 17 positions that combine to deliver revenue and capital financial planning and business partnering services.

About You
The successful candidate will have:
9. Experience in developing and implementing capital investment strategies and programmes
10. Experience aligning the capital strategies with the treasury strategy by working closely with colleagues across the finance unit
11. Experience in financial modeling and project appraisal, including assessment of financing options
12. Experience leading the end of year closing of accounts processes for capital and ensuring all capital transactions are appropriately reflected in the Council’s accounts
13. Strong technical understanding of the prudential framework and local authority capital programme financing and reporting requirements
14. Hold a relevant professional qualification (e.g. CIPFA, CIMA, MBA etc) or demonstrable equivalent experience of operating at that level
15. Experience providing support and challenge to senior officers and leadership in a local authority
16. Proven leadership skills and the ability to engage and inspire.
