The Opportunity
Castle Point Borough Council are keen to appoint an experienced Commercial Lead to support the team in overseeing the commercial management of housing asset projects, including cost estimating, budgeting, forecasting, and reporting to ensure projects are delivered within budget and on time. You will ensure compliance with construction contract law, council policies, and procurement procedures to maintain legal and regulatory standards. You will also develop and implement effective cost management strategies using various forms of contracts, such as JCT and NEC, to optimise project outcomes.
*Please note that this role will be based in the council offices 1 – 2 days per week*
Accountabilities
* To ensure accurate commercial reporting and effective budget management.
* To implement commercial controls to guarantee precise valuation of projects and forecasted completion costs.
* To conduct detailed cost analysis, options appraisal, and provide recommendations.
* To manage the commercial mechanisms and contractual requirements of all contracts.
* To provide training and guidance to ensure compliance with relevant standards and regulations.
* To analyse and manage the financial aspects of all contracts and budgets.
* To offer commercial support and advice to the department, clearly explaining and advising on available options.
* To develop and implement strategic planning strategies to enhance service efficiency and effectiveness.
* To track and monitor performance across the service to ensure adherence to agreed standards and targets.
* To establish systems to control project costs and budgets, ensuring completion within agreed time and quality standards.
* To prepare and present monthly reports on cost, progress, and performance, analysing data to identify trends and inform decision-making.
* To review, design, implement, and adhere to robust commercial processes, templates, timetables, and control mechanisms.
* To negotiate and agree on contracts, prices, and variations with contractors, subcontractors, and suppliers in consultation with procurement.
* To ensure adequate resourcing for core commercial functions, including recruitment when necessary.
The Experience You Will Bring
* Degree qualified in Quantity Surveying or similar commercial qualification
* Chartered Member of Royal Institution of Chartered Surveyors (RICS) or other recognised related bodies such as Chartered Institute of Procurement & Supply
* Knowledge of Building Regulations, EU Procurement Directive, methods of measurement, and associated legislation, as well as relevant national, regional, and local policies.
* Comprehensive understanding of various commercial models, including experience with NHF schedule of rates and work valuation methods and principles.
* Proficiency in using and negotiating a variety of forms of contract, including TAC/TPC, NEC, and the JCT suite of contracts.
* Experience with Reactive, Planned, and Cyclical Maintenance contracts and cost models.
* In-depth knowledge of procurement options and the various conditions of contract in use.
* Self-motivated and capable of working independently to meet strict timescales, with strong organisational and record-keeping skills.
* Proficient in statistical reporting and research techniques, with the ability to collate, analyse, interpret, and communicate data and information effectively.
* Strong staff management skills, including the ability to manage, motivate, and develop a team to achieve high performance.
